Massive Bribery Amount, Chinese Communist Party’s Senior Official Wu Cunrong Indicted

Former chairman of the Shanxi Provincial Committee of the Chinese People’s Political Consultative Conference (CPPCC), Wu Cunrong, a senior official of the Chinese Communist Party, is set to stand trial in Beijing on charges of massive bribery. Wu was investigated and placed under investigation in December last year during his tenure. Prior to that, he held positions such as Deputy Governor of Anhui Province, Deputy Mayor of Chongqing, and Deputy Secretary of the Municipal Party Committee.

On September 24, 2025, the Supreme People’s Procuratorate of China announced on its official website that the Beijing prosecution authority has filed a public prosecution against Wu Cunrong for suspected bribery.

According to the report, the investigation into the bribery case involving the former Party Secretary and Chairman of the Shanxi Provincial CPPCC, Wu Cunrong, has been concluded, and the case has been transferred to the prosecution authority for review and prosecution. The Supreme Procuratorate made the decision to arrest Wu Cunrong on suspicion of bribery and designated the Second Division of the Beijing Municipal Prosecutor’s Office to review the prosecution. Recently, the prosecution has filed a public prosecution with the Second Intermediate People’s Court of Beijing.

The prosecution alleges that Wu Cunrong, using his positions such as Vice Secretary of the Hefei Municipal Party Committee and Mayor, Member of the Anhui Provincial Party Committee, Secretary of the Hefei Municipal Party Committee, Member of the Anhui Provincial Party Committee, Deputy Governor, Member of the Chongqing Municipal Party Committee, Deputy Mayor, Deputy Secretary of the Municipal Party Committee, Deputy Secretary of the Municipal People’s Congress Standing Committee Party Group, Deputy Director, Party Group Deputy Secretary of the Shanxi Provincial CPPCC, abused his power to seek benefits for others, illegally accepted property from others, and the amount involved was particularly large, thus warranting prosecution for the crime of bribery.

On December 16 last year, the Chinese authorities announced that Wu Cunrong was under investigation during his tenure; on December 24, Wu was removed from the position of Chairman of the 13th Shanxi Provincial Committee of the CPPCC and his membership was revoked. On the same day, Wu’s national CPPCC membership was also revoked.

Public records show that Wu Cunrong, born in May 1963 in Anhui’s Wuwei, previously held positions such as Director of the Anhui Province Water Resources Department and Mayor of Hefei. In 2011, he became a member of the Anhui Provincial Party Committee and Secretary of the Hefei Municipal Party Committee, and in 2016, he became a member of the Anhui Provincial Party Committee and Deputy Governor.

In 2017, Wu was transferred to Chongqing, where he served as a member of the municipal party committee as well as Deputy Mayor. In 2021, he became Deputy Secretary of the Chongqing Municipal Party Committee, and in 2022, he became Deputy Director of the Municipal People’s Congress Standing Committee and Deputy Secretary of the Party Group.

In January 2023, Wu Cunrong was transferred to the position of Party Secretary and Chairman of the Shanxi Provincial CPPCC until his investigation.
