Wuxi, a restructured military personnel, Shen Aibin, who is currently on bail pending trial, was administratively detained for 5 days in early August for leaving Wuxi without permission. Shen Aibin, released on August 9th, was once again summoned by the Liangxi Sub-bureau of Wuxi Public Security Bureau and brought to the case handling center, where the relevant regulations for his bail pending trial were read to him.
On the day of his release, many petitioners in Wuxi had gathered early at the Wuxi Detention Center to welcome Shen Aibin back home, but their efforts were in vain.
Shen Aibin told reporters, “On the day of my release, police from the Liangxi Sub-bureau directly summoned me from the detention center to the case handling center with the aim of preventing my family and friends from picking me up at the detention center. This time, even in the detention center, I was subjected to discriminatory isolation and treated as a solitary detainee.”
On the morning of August 4th at 9 am, police from the Guangyi Police Station of the Liangxi Sub-bureau of Wuxi Public Security Bureau went to Shen Aibin’s home, summoned him, and conducted a search, taking away computer hard drives and phones unrelated to the case. Subsequently, he was detained for 5 days on the grounds of violating supervision regulations during his bail pending trial.
Shen Aibin stated, “The criminal filing by the Liangxi Sub-bureau for my bail pending trial was done without any criminal facts on my part, indicating that they unjustly filed a case against me through abusing their power.”
On the afternoon of October 27, 2025, Shen Aibin accompanied another petitioner to the Dongting Police Station of the Xishan Sub-bureau of Wuxi Public Security Bureau to request a summons certificate. He was forcibly deprived of his mobile phone by Deputy Director Dai Fang within the lobby and was subsequently physically assaulted by unidentified individuals, resulting in fractures of both sides of his nasal bone. The Xishan Sub-bureau then filed a criminal case against Shen Aibin for alleged provocation and troublemaking.
Following this, Shen Aibin was subjected to 30 days of criminal detention, after which it was changed to 6 months of residential surveillance, during which he was prohibited from going out or having any external communication. On May 30 of this year, he was forcefully changed to bail pending trial.
Shen Aibin expressed, “After being on bail pending trial, I should have had freedom of movement. However, they stipulated that I couldn’t leave Wuxi, and now they have detained me for leaving Wuxi without their approved departure, citing a violation of supervision regulations. These regulations are truly poisonous!”
He said, “I have been unlawfully detained (imprisoned) three times by them, and they are still arbitrarily persecuting me by all means. Sadly, the Chinese Communist Party claims to govern the country by law, yet I cannot find any lawful justice to uphold my rights.”
Shen Aibin urged the Director and Deputy Director of Wuxi Public Security Bureau to “instruct the Liangxi Sub-bureau to immediately cease all forms of arbitrary persecution against me. Uphold the dignity of the law and ensure justice for me!”
