The city of Newport Beach, California, experienced a riot on July 4th, leading to the arrest of over 400 individuals. Mayor Lauren Kleiman announced during a city council meeting on the 14th that TikTok will collaborate with the Newport Beach Police Department to help identify teenagers involved in the riot.
Kleiman stated, “The digital operation mode of these crowd disturbance activities relies heavily on algorithmic promotion on platforms such as TikTok and Instagram. Within a few hours, thousands of minors can gather at the same location with the common goal of creating maximum chaos to gain online attention.”
According to the presentation during the meeting, over 420,000 people visited the beach in this coastal city during the Independence Day long weekend, and the situation quickly spiraled out of control. Videos circulated on the internet showed large groups of teenagers engaging in various illegal activities on the Balboa Peninsula area, including looting a grocery store, stealing street signs, uprooting palm trees, fighting, and littering.
Officials mentioned that these individuals also blocked roads, hindered emergency vehicles’ passage, and threw explosive mortar-style fireworks, regular fireworks, and other projectiles at the police and crowds, including children.
The Newport Beach City Government reported on July 9th that preliminary arrest data indicated that over 90% of those detained during the holiday period were aged 26 and below, with around 20% under 18 years old. The city government also mentioned that about 96% of those arrested were not residents of Newport Beach, with 51% coming from other cities in California and 35% from Arizona.
“This is definitely not the scene we want to see during the celebration of the 250th anniversary of the founding of America, let alone on any day of the year,” Kleiman stated. “Our current task is to consolidate the measures taken in the past year and ensure that such events do not happen again.”
Kleiman mentioned that she has reached out to TikTok in hopes that they will take action to prevent these crowd disturbance activities organized through social media platforms. TikTok has agreed to cooperate with the Newport Beach Police Department, disabling accounts involved in problematic activities, and has already taken action in some cases.
Geneive Vilicess, TikTok’s Director of US and State Government Affairs, stated during the meeting that the company has noticed a series of youth crowd disturbance incidents in communities nationwide, with organizers using social media platforms to spread related information. She said, “We look forward to continuing to work with the mayor, local law enforcement, and the city of Newport Beach to prevent such events from happening again.”
Newport Beach city officials mentioned that they had been preparing for the Independence Day long weekend for several months, deploying around 400 officers that day and receiving support from 17 regional law enforcement agencies. Police Chief Dave Miner commented, “I want to emphasize that there were no shootings, no major injuries, and no buildings set on fire during this incident. Newport Beach mobilized a massive law enforcement operation at that time.”
City Manager Seimone Jurjis also noted that there is still room for improvement at the city hall, including strengthening curfew measures for teenagers in specific areas, enhancing monitoring of social media, and seeking more law enforcement support from other counties and cities. ◇
