On August 7, 2026, Chen Fengqi, the Deputy Director of the Standing Committee of the Jinhua Municipal People’s Congress in Zhejiang Province, surrendered himself to authorities. Chen Fengqi served as a subordinate during the period when Chen Yixin, Minister of the State Security of the CCP, and Ling Zhifeng, Deputy Minister of the Ministry of Public Security, were leading figures in Jinhua. In the past four months, at least eight officials at the department level in Zhejiang Province have surrendered themselves.
According to a report from the Zhejiang Provincial Commission for Discipline Inspection and Supervision, Chen Fengqi, born in February 1968 in Pan’an County, Jinhua City, Zhejiang Province, is suspected of serious violations of discipline and the law. He voluntarily surrendered and is currently undergoing discipline inspection and supervision investigation by the Zhejiang Provincial Commission for Discipline Inspection and Supervision.
Public records show that Chen Fengqi has been working in Jinhua for a long time, holding various positions such as member of the Pan’an County Party Committee, Executive Deputy County Magistrate, Deputy Secretary-General of the Jinhua Municipal Government, among others.
Chen Fengqi held positions as Deputy Secretary of the Jin Dong District Committee of Jinhua City in 2016, District Head in 2019 in Lanxi City, Party Secretary, and Deputy Secretary-General of the Jinhua Municipal Committee in 2021. In April 2022, he became the Deputy Director of the Standing Committee of the Jinhua Municipal People’s Congress and remained in this position until his recent surrender.
During Chen Fengqi’s tenure in Jinhua City, various officials served as Party Secretaries and Mayors, including Xu Zhiping, Chen Yixin, Xu Jiaai, Zhao Guangjun, Chen Long, Ling Zhifeng, and Zhu Chonglie. Chen Fengqi worked as a subordinate under several of these leaders and was continuously promoted.
Xu Zhiping was the Party Secretary and Mayor of Jinhua City from March 2003 to January 2012, governing Jinhua for nearly nine years. Chen Yixin served as Party Secretary of Jinhua City for a year and a half from January 2012 to July 2013 and currently holds the position of Minister of State Security of the CCP.
From November 2010 to January 2016, Xu Jiaai served as the Mayor and Party Secretary of Jinhua, leading the city for over five years. He later held various positions in Zhejiang Province and currently serves as the Deputy Minister of the CCP Emergency Management Department since August 2022.
During the leadership of Xu Zhiping, Chen Yixin, and Xu Jiaai in Jinhua, Chen Fengqi held positions such as member of the Pan’an County Party Committee, Executive Deputy County Magistrate, Secretary and Director of the Pan’an Industrial Park Management Committee, Deputy Secretary-General of the Jinhua Municipal Government, Deputy Secretary and Secretary of the Jin Dong District Committee, Political and Legal Committee Secretary, among others.
The recent series of surrenders and investigations of officials in Zhejiang Province, including Chen Fengqi, Ming Gang, Yang Jiong, Yan Qibin, Yang Jianxin, Dong Guibo, Li Wuwen, and Wang Renzhou, have occurred over the past four months.
Since Xi Jinping came to power at the 18th National Congress of the CCP in 2012, there has been a significant promotion of former Zhejiang officials to key positions, known as the “Zhejiang Army.” Current key figures of the CCP such as Li Qiang, Cai Qi, Chen Min’er, Huang Kunming, Ying Yong, Chen Yixin, and others are considered members of the “Zhejiang Army.” The career paths of the surrendered officials in Zhejiang intersect with many high-ranking members of the “Zhejiang Army.”
