Former director of the Standing Committee of the People’s Congress of Nanjing, Jiangsu Province, Long Xiang, has been sentenced to death with a two-year reprieve for bribery amounting to over 260 million yuan (RMB). In April last year, Long Xiang was investigated during his tenure and subsequently charged with four crimes.
On August 11th, the Intermediate People’s Court of Jingzhou City in Hubei Province publicly pronounced the verdict on the case of Long Xiang, former party secretary and director of the Standing Committee of the People’s Congress of Nanjing, Jiangsu Province, for bribery, corruption, abuse of power, and insider trading.
The court sentenced Long Xiang to death with a two-year reprieve for bribery, deprived him of political rights for life, and confiscated all his personal property; sentenced him to 9 years in prison for corruption, with a fine of 1 million yuan; sentenced him to 9 years in prison for abuse of power; sentenced him to 5 years in prison for insider trading, with a fine of 1 million yuan. The death penalty was decided to be carried out with a two-year reprieve, deprivation of political rights for life, and confiscation of all personal property.
According to the court, from January 2009 to March 2025, Long Xiang took advantage of his positions as deputy secretary of the Party Discipline Inspection Commission of the Communist Party of China (CPC) Nanjing Municipal Committee, director of the Municipal Supervision Bureau, member of the Municipal Party Committee, secretary of the Municipal Discipline Inspection Commission, deputy secretary of the Municipal Party Committee, and party secretary and director of the Standing Committee of the Municipal People’s Congress, to provide assistance to relevant units and individuals in matters such as engineering contracting, disbursement of engineering funds, and case handling, receiving a total of more than 261 million yuan in cash and assets.
From the second half of 2014 to the second half of 2016, during his tenure as a member of the Nanjing Municipal Committee of the Communist Party of China and secretary of the Municipal Discipline Inspection Commission, Long Xiang was accused of conspiring with others to defraud 12 million yuan of financial support funds from the Nanjing Economic and Technological Development Zone.
From January 2009 to June 2016, while serving as deputy secretary of the Party Discipline Inspection Commission of the Communist Party of Nanjing Municipal Committee, director of the Municipal Supervision Bureau, member of the Municipal Party Committee, and secretary of the Municipal Party Committee, Long Xiang was accused of favoring personal interests in the process of handling serious violations of discipline and law, violating regulations such as the Chinese Administrative Supervision Law, and shielding others from investigation, resulting in significant losses to public property and national interests, with particularly serious circumstances.
Additionally, from November 2017 to January 2018, Long Xiang was also accused of illegally obtaining insider information from others to purchase shares of related companies, with a total transaction amount exceeding 10.05 million yuan, indicating a serious offense.
On April 3, 2025, Long Xiang was officially reported to have been investigated, becoming the 14th senior management official announced to have been investigated by the Central Commission for Discipline Inspection of the Communist Party of China last year. In September of the same year, Long Xiang was expelled from the party and transferred to the judiciary.
Public information indicates that Long Xiang, 63 years old this year, is a local official in Jiangsu Province, with 29 years of experience in disciplinary inspection work. He has served as deputy secretary of the Nanjing Municipal Discipline Inspection Commission, director of the Municipal Supervision Bureau, member of the Municipal Party Committee, secretary of the Municipal Discipline Inspection Commission, deputy secretary of the Municipal Party Committee, and was promoted to deputy departmental level when he became the director of the Standing Committee of the People’s Congress of Nanjing in January 2018, until his downfall during his tenure.
