Recently, in the case of Ma Bo, a visitor from Heilongjiang Province who was assaulted on a bus in Beijing, resulting in fractures to both legs, the Beijing police have closed the case after more than two years of investigation. Ma Bo received a notification that the case has been dropped, despite the lack of official documentation confirming the closure.
The investigation was led by detective Shi Lei of the Xiluoyuan Police Station in Beijing. Over the past two years, Ma Bo had been interviewed four times and undergone two medical evaluations. Recently, Detective Shi Lei traveled to Beidaihe for a fifth interview and third medical evaluation. However, Ma Bo refused to cooperate as her previous testimonies were consistent and the injuries had already been evaluated twice, indicating minor injuries with no new evidence to warrant further investigation.
On August 5th, Police Officer Yang Yurong from the Xiluoyuan Police Station informed Ma Bo via WeChat that her case had been dropped, yet she did not receive any formal written notification of the closure.
Ma Bo expressed to a reporter, “I have been waiting for over two years for my case of intentional injury resulting in minor injuries to be investigated. I have reported the case 115 times and the authorities’ response through the 12345 hotline indicated ongoing active investigation. However, the case has been left unresolved, with contradictory responses to my inquiries, revealing enforcement issues with detectives stalling the case.”
In September 2023, Ma Bo was viciously attacked at a bus station in Fengtai District, Beijing, resulting in leg fractures and a criminal case being filed. Despite substantial evidence and readiness for closure, the case has been neglected, allowing the perpetrator to evade justice.
On July 12, 2026, Shi Lei visited Ma Bo’s residential area in Beidaihe, claiming to conduct another interview. Ma Bo refused to open the door, stating that there was no need for another interview. However, Shi Lei persisted outside, repeatedly knocking on the door.
Ma Bo, who suffers from a severe heart condition, was severely frightened by the continuous knocking, causing discomfort and preventing her from opening the door. She immediately called the police, and when officers from the Niutouya Police Station in Beidaihe arrived, they attempted to persuade Shi Lei to leave. Despite the police intervention, Shi Lei refused to leave and continued to harass Ma Bo.
Subsequently, on August 5th, Police Officer Yang Yurong from the Xiluoyuan Police Station informed Ma Bo via WeChat that her case had been closed by the Fengtai District Public Security Bureau.
Ma Bo stated, “Shi Lei has exceeded the investigation timeline. He has no other option but to come to Beidaihe with the intention of conducting the fifth interview. If I comply, they will fabricate evidence. If I refuse, they will close my criminal case, aiming to dismiss my complaint.”
She further mentioned, “If needed, I will directly report to the Beijing Municipal Public Security Bureau instead of the Xiluoyuan Police Station.”
