The former chairman of State Grid Corporation of China (SGCC), Xin Baoan, was officially put under investigation on the evening of July 31, 2026 (Friday). In recent years, top executives from SGCC and China Huadian Corporation have been successively targeted in anti-corruption campaigns.
At 9:45 pm on July 31, 2026 (Friday) Beijing time, the Central Commission for Discipline Inspection and the National Supervisory Commission of the Communist Party of China announced on their official website that Xin Baoan, former Party Secretary and Chairman of SGCC, is suspected of serious violations of discipline and law and is under investigation.
A commentator, Cai Shenkun, revealed on a certain platform on July 30, 2026, that “Xin Baoan, Chairman of the Global Energy Interconnection Development and Cooperation Organization and China Electricity Council, former Party Secretary and Chairman of SGCC, led a delegation to New York to participate in the United Nations’ Global Energy Interconnection event. Upon his return to Beijing, he was taken away by the disciplinary committee. Xin Baoan has been working in the power system for a long time, rising to the top position at SGCC with the support of the Xi family, but unexpectedly fell into disgrace.”
Cai Shenkun also pointed out that a report by Xinhua News Agency on July 28 mentioned Xin Baoan attending an important event in Hangzhou and delivering a speech. However, at the time of Xinhua’s report, Xin Baoan had already been taken away by the disciplinary committee on July 27 upon his return to Beijing, with a search of his residence conducted on July 28. Xinhua was unaware of Xin Baoan’s situation when the report was published.
According to publicly available information, Xin Baoan, born in October 1960 in Huixian, Xinxiang City, Henan Province, graduated from North China Electric Power University with a major in Power Systems and Automation, holding a master’s degree and the title of senior engineer.
Xin Baoan had a long tenure at China Huadian Corporation, holding positions such as Deputy General Manager of China Huadian Corporation in August 2005; Deputy Party Secretary and Vice President of SGCC in November 2016; Deputy Party Secretary and General Manager of SGCC in December 2018; and finally Chairman of SGCC and Party Secretary in January 2021, before stepping down in March 2024 and facing the current investigation.
Public records indicate that State Grid Corporation of China, also known as State Grid or Guo Wang, is a major state-owned enterprise primarily engaged in power transmission and supply operations. It operates in 26 provinces (autonomous regions, municipalities directly under the central government) in China, covering 88% of the national territory. As of the end of 2023, State Grid’s total assets amounted to 5.54 trillion yuan. By August 2024, State Grid ranked third in revenue among the Fortune Global 500 companies, following Walmart and Amazon.

Public records also show that China Huadian Corporation is one of the five national sole proprietorship power generation enterprise groups established in late 2002 during the reform of China’s power system (including China Huadian Group, China Datang Group, China Huadian Corporation, China Guodian Corporation, and State Power Investment Corporation), responsible for supplying power to the northern region of China.
From August 2005 to November 2016, Xin Baoan served as the Deputy General Manager of China Huadian Corporation for 11 years.
Yun Gongmin, former Deputy Secretary of the Party Committee and General Manager of Huadian Group, was investigated on October 24, 2019, and sentenced to death with a two-year reprieve for bribery on June 2022. Yun Gongmin served as General Manager and Party Committee Secretary of China Huadian Group for five years with Xin Baoan as his deputy.
China Huadian Corporation has also been undergoing continuous cleanup in recent years.
