During the sensitive period of the Beidaihe Conference of the Chinese Communist Party, in late July and early August 2026, General Shih Huajie was relieved of his position as Commissioner of the Shandong Provincial Military Region; and Zhao Dongbin, a Chinese Communist Party brigadier general, made his first public appearance as the political commissar of the Shandong Provincial Military Region.
According to the Weihai Daily, on August 4, 2026, the appointment meeting of the first secretary of the Weihai Military Subdistrict Party Committee was held, where Brigadier General Zhao Dongbin, the political commissar of the Shandong Provincial Military Region, announced the appointment notice of the Provincial Military Region Party Committee, appointing Zhang Haibo as a member of the Weihai Military Subdistrict Committee and a member of the Standing Committee, and appointed him as the first secretary.
In mid-July 2026, Shandong official media reported that Zhang Haibo was promoted from Deputy Secretary and Mayor of Jining City, Shandong Province to Secretary of the Weihai City Committee.
It is worth noting that this is the first time Brigadier General Zhao Dongbin has publicly appeared as the political commissar of the Shandong Provincial Military Region.
Zhao Dongbin’s age and birthplace are not specified. According to public information, Zhao Dongbin has previously served as the Deputy Director of the Legal Affairs Bureau of the Central Military Commission of the Chinese Communist Party, and as the director of the Military Legal Research Institute of the Academy of Military Sciences.
Before Zhao Dongbin, the former political commissar of the Shandong Provincial Military Region was Brigadier General Wang Aiguo, born in December 1965 in Yancheng, Jiangsu Province. Wang Aiguo graduated in Military Management from the Academy of Military Sciences and previously served as the Director of the Organization Department of the Political Department of the Armed Police Force, Political Commissar of the Shandong Provincial Corps of the Armed Police Force, and Political Commissar of the Xinjiang Corps of the Armed Police Force. Wang Aiguo became the political commissar of the Shandong Provincial Military Region in December 2021, and also a member of the Standing Committee of the Shandong Provincial Committee in June 2022. He stepped down as a member of the Standing Committee of the Shandong Provincial Committee in March 2025.
On July 31, 2026, the official announcement stated that Shih Huajie would no longer hold the positions of member of the Standing Committee of the Shandong Provincial Committee.
According to his public resume, Shih Huajie was born in January 1966 in Zhengzhou, Henan Province. He joined the military in October 1983 and previously served as the captain of the support team of the Yushu detachment of the Qinghai Provincial Corps of the Armed Police Force, as well as the deputy commander of the Tibet Corps of the Armed Police Force. He was promoted to Brigadier General in the Armed Police Force in December 2019, became the commander of the Shandong Provincial Military Region in May 2024, and succeeded Wang Aiguo as the Commissioner of the Shandong Provincial Military Region in March 2025.
Chinese Communist Party provincial military commanders or commissars often become provincial standing committee members, known as “military standing committee members.”
As per tradition, when Shih Huajie steps down from the position of Commissioner of the Armed Forces of Shandong Province, he also steps down as the commander of the Shandong Provincial Military Region. Currently, the successor to the Commander of the Shandong Provincial Military Region is not yet clear.
The recent personnel changes in the Shandong Provincial Military Region at a sensitive time coincide with the Beidaihe Conference of the Chinese Communist Party.
Traditionally, from late July to early August each year, senior Chinese Communist Party officials would take vacations or attend meetings in Beidaihe. On August 3, 2026, CCP Politburo Standing Committee member Cai Qi met with experts in Beidaihe, marking the customary entry of senior CCP officials into the “Beidaihe time.”
Just before the Beidaihe Conference, on July 30, 2026, the CCP Politburo collectively studied the so-called advancement of national defense and military modernization. Xi Jinping emphasized the so-called “political army building,” “strengthening the absolute leadership of the Party over the military,” and “deepening the fight against corruption and improving the supervision system for major projects” in his speech.
On the same day, the CCP Politburo held a meeting and decided to convene the Fifth Plenary Session in October 2026, with the main agenda being the Politburo’s report to the Central Committee and the discussion of “advancing the comprehensive and strict governance of the Party.”
In the past three years, the cleansing of the Chinese Communist Party’s military has continued to escalate. Following the downfall of Vice Chairman of the Central Military Commission Zhang Youxia and Military Commission member Liu Zhenli, there were changes in the leadership positions of the Beijing Garrison Zone, Shanghai Public Security Corps, and the Shanghai Corps of the Armed Police Force. Moreover, there have been frequent personnel adjustments in the leadership of provincial military regions in provinces such as Anhui, Shanxi, Shaanxi, Hainan, Jilin, and Sichuan.
Additionally, the political landscape of Shandong Province, where the Shandong Provincial Military Region is located, has also been undergoing continuous purges in recent years. Representative figures of the CCP Shandong faction, such as Political Bureau member Ma Xingrui, have been dismissed and investigated. Since late June 2025, more than ten senior officials from Shandong Province, including Ma Xingrui’s fellow townspeople in Heze, Shandong, former Vice Chairman of Xinjiang, and Public Security Department Director Zhu Changjie, have been investigated. Officials from Ma Xingrui’s hometown in Heze, Shandong, have also been successively investigated.
