Nine Years After Retirement, Former National Tax Bureau Official Arrested, Chinese Tax System in Disarray

On December 4th, it was officially announced that former inspector Zhang Kunsheng of the National Taxation Administration’s Inspection and Audit Department of the Communist Party of China (CPC) is suspected of serious violations of discipline and law, and is currently under investigation. It has been over 9 years since Zhang Kunsheng retired when this investigation was initiated.

Public records indicate that Zhang Kunsheng previously held positions such as Deputy Director and Inspector at the Inspection and Audit Department of the National Taxation Administration. In June 2015, Zhang Kunsheng was relieved of his duties as an inspector at the Inspection and Audit Department of the National Taxation Administration and proceeded to retire.

A review reveals that including Zhang Kunsheng, at least 12 bureau-level officials within the taxation system have been investigated this year.

On January 30th, Jin Shihao, former second-level inspector of the Shanxi Provincial Taxation Bureau of the National Taxation Administration of the CPC, was suspected of serious violations of discipline and law and is under investigation.

On April 3rd, Yang Jianglong, former Director of the Personnel Department of the National Taxation Administration of the CPC, was suspected of serious violations of discipline and law and is under investigation.

On April 15th, Shi Peng, former Director of the Jiangsu Provincial Taxation Bureau of the National Taxation Administration of the CPC, was suspected of serious violations of discipline and law and is under investigation.

On April 16th, Zeng Zhongtao, former Party Committee Member and Chief Accountant of the Fujian Provincial Taxation Bureau of the National Taxation Administration of the CPC, was suspected of serious violations of discipline and law and is currently under investigation.

On May 16th, Meng Qihua, former Deputy Secretary of the Party Committee, Deputy Director, and Inspector of the Guangxi Zhuang Autonomous Region Taxation Bureau of the National Taxation Administration of the CPC, was suspected of serious violations of discipline and law and is under investigation.

On June 13th, Wu Jie, former Party Committee Member and Deputy Director of the Dalian Municipal Taxation Bureau of the National Taxation Administration of the CPC, was suspected of serious violations of discipline and law and is under investigation.

On July 3rd, Cai Guoxiong, former Deputy Inspector of the Ningxia Hui Autonomous Region National Taxation Administration, was suspected of serious violations of discipline and law and is under investigation.

On July 23rd, Li Chuanyu, Secretary of the Party Committee and Director of the Inner Mongolia Autonomous Region Taxation Bureau of the National Taxation Administration of the CPC, was suspected of serious violations of discipline and law and is under investigation.

On October 23rd, Zhi Meng, former Secretary of the Party Committee and Director of the Henan Provincial Taxation Bureau of the National Taxation Administration of the CPC, was suspected of serious violations of discipline and law and is under investigation.

On October 25th, Chen Wei, former first-level inspector of the Tax Collection and Technology Development Department of the National Taxation Administration of the CPC, was suspected of serious dereliction of duty and is under investigation.

On November 1st, Bao Donghong, former Secretary of the Party Committee and Director of the Shaanxi Provincial Taxation Bureau of the National Taxation Administration of the CPC, was suspected of serious violations of discipline and law and is under investigation.

Bao Donghong’s wife was also investigated and reported on October 25th of this year.
