Liaoning Panjin Girl Assaulted by 4 Preschool Teachers, Resulting in Abnormal Behavior

In Panjin County, Panshan District, Liaoning Province, a young girl in a kindergarten was repeatedly beaten by 4 teachers, leading to “abnormal behavior.” However, according to the girl’s father, one of the implicated teachers, after being administratively detained, has apparently returned to continue working at the kindergarten.

Mr. Meng’s daughter, who is 3 years old, completed the enrollment procedures at Pengcheng Kindergarten in the town last September. After some time, he and his wife noticed that their daughter was displaying abnormal behavior, crying and acting out every night, with a poor mental state and being unable to communicate normally. In late March this year, Mr. Meng discovered bruises on his daughter’s body.

“There were bruises on her stomach, legs, and arms,” Mr. Meng said. He checked the surveillance videos at the kindergarten and found that his daughter had been physically abused multiple times by several kindergarten teachers.

In early April, Mr. Meng took his daughter to the psychiatric department of Beijing Children’s Hospital affiliated with Capital Medical University for examination. The doctor diagnosed her with “abnormal behavior” and recommended a visit to the neurology department. The diagnosis indicated that Mr. Meng’s daughter couldn’t understand others, spoke unclearly, lacked proper sentence structure, paced around the room, and had mood swings.

After discovering his daughter had been beaten, Mr. Meng reported it to the police, and the case was registered at Yang Quanzi Police Station in Panshan County.

According to four “administrative penalty decisions” issued by the Panshan County Public Security Bureau, Zhang, Zhang Xia, Wang, and another Zhang were each administratively detained and fined for physically assaulting and pushing Mr. Meng’s daughter at Pengcheng Kindergarten. Two were detained for 15 days, while the other two were detained for 10 and 12 days, respectively. The “administrative penalty decisions” were dated March 26 and April 17, 2025.

However, as per Mr. Meng, one of the implicated teachers appeared back at the kindergarten after the administrative detention period, raising suspicions that she had resumed working there.

In response, a staff member from the education office of Panshan County stated on the afternoon of the 15th that they were handling the matter of the teachers at the kindergarten being involved in child abuse. However, they did not disclose the specific outcome regarding the kindergarten and the teachers involved.

The incident has sparked outrage online.
