Former Deputy Director of China’s Defense Science and Technology Industry Bureau, Zhang Jianhua, sentenced to 10 years for two counts of bribery. Zhang Jianhua was investigated and arrested in May last year.
On August 5th, the Intermediate People’s Court of Dazhou City, Sichuan Province, publicly announced the verdict in the case of bribery and using influence for bribery involving Zhang Jianhua, former member of the Party Committee and Deputy Director of the National Defense Science and Technology Industry Bureau. Zhang Jianhua was sentenced to 8 years for bribery and 5 years for using influence for bribery, totaling a 10-year imprisonment term and a fine of 3.8 million RMB.
The court stated that from 2008 to 2025, Zhang Jianhua, while serving as the Director of the Defense Science and Technology Industry Bureau’s Military Project Review Center, Chief of Finance and Audit Department, Chief Engineer, member of the Party Committee, and Deputy Director, used his positions to provide assistance in administrative approvals and investment matters, illegally receiving a total of over 43.38 million RMB in goods and money.
From 2021 to 2025, after retiring, Zhang Jianhua continued to exploit his previous positions to benefit individuals in enterprise operations and project contracts, receiving a total of 11.7 million RMB in illegal gains through the actions of other state employees.
On May 28, 2025, Zhang Jianhua was officially arrested and voluntarily surrendered. Prior to surrendering, he appeared publicly 21 days earlier. Five months later, Zhang Jianhua was expelled from the Party, had his benefits revoked, and was prosecuted. On April 16, 2026, the Intermediate People’s Court of Dazhou City held a trial for his case.
Public records indicate that Zhang Jianhua was born in August 1961, and had worked at various positions in the Ministry of Ordnance Industry, National Machinery Commission, China North Industries (Group) Corporation, China Ordnance Industry Corporation, and the National Defense Science and Technology Industry Commission.
In February 2005, Zhang Jianhua became the Director of the Military Project Review Center of the National Defense Science and Technology Industry Commission; in January 2008, he held the positions of Director and Party Secretary of the Military Project Review Center of the National Defense Science and Technology Industry Commission; in November 2008, he became the Director, Party Secretary, and Development Research Center Director of the Defense Science and Technology Industry Bureau; in April 2009, he was appointed as the Director of the Defense Science and Technology Industry Bureau; and in January 2011, he assumed the position of Chief Engineer of the Defense Science and Technology Industry Bureau.
In January 2013, Zhang Jianhua became the Deputy Director of the Defense Science and Technology Industry Bureau; and in October 2021, he was relieved of this position by the State Council of the Communist Party of China.
