Former General Manager Huo Haifeng of China Unicom Beijing Branch Under Investigation

On July 30th, Huo Haifeng, former General Manager of China Unicom Beijing Branch, was officially announced to have been taken down.

The website of the Central Commission for Discipline Inspection of the Communist Party of China and the National Supervisory Commission announced on the 30th that Huo Haifeng, former Party Secretary and General Manager of the China Unicom Beijing Branch, is suspected of serious violations of discipline and law. He is currently undergoing disciplinary review and supervision investigation by the discipline inspection and supervision team of China Unicom and the Supervisory Commission of Wuwei City, Gansu Province.

Huo Haifeng’s personal information is scarce. Public information shows that Huo Haifeng has served as the General Manager of Shandong Branch of China United Network Communications Group Co., Ltd., and as the Party Secretary and General Manager of Beijing Branch of China United Network Communications Co., Ltd. Huo Haifeng was a member of the 14th Beijing Municipal Committee of the Chinese People’s Political Consultative Conference and Chairman of the 6th Council of Beijing Telecommunications Industry Association.

On March 24th, according to reports from Sina Technology, internal sources from China Unicom Group revealed that Huo Haifeng, former General Manager of Beijing Unicom, retired and transitioned to a senior CEO position due to age.

The report stated that Huo Haifeng started his career in China Netcom and has served as the Assistant to the President and General Manager of the Comprehensive Department of Netcom Group. After the merger of Netcom and Unicom, Huo Haifeng became the General Manager of Shandong Unicom. Around the end of 2015, he was transferred to the position of General Manager of Beijing Unicom, where he served for 8 years.

Recently, many individuals within the China Unicom system have been under investigation.

These include: in December 2023, Deng Xuan, former Deputy General Manager of China Unicom Shanghai Branch, was investigated; in January 2024, Wang Yingpei, former General Manager of the Value-added Business Department of China Unicom, was investigated; in February, Meng Xiangsen, Deputy General Manager of China Unicom Hainan Branch, was investigated.

On May 7th, Li Guohua, former Deputy Secretary of the Party Committee and General Manager of China Unicom Group Co., Ltd., was sentenced for bribery and abuse of power. Li Guohua was sentenced to 16 years in prison. The amount involved in Li Guohua’s case was nearly one billion RMB.
