Fujian Provincial Health Insurance Bureau Director Lin Shengkui Dies in Fall During National Day Holiday

Recently, there has been an online rumor circulating that on October 2nd, Lin Shengkui, the director of the Fujian Provincial Medical Insurance Bureau, fell to his death from a building. Hong Kong media has confirmed the authenticity of this news. As of now, there has been no reporting from the Chinese state media, and an article published by NetEase on the 6th was later removed.

On October 4th, a social media account linked to a prominent figure named “iPaul” (@iPaulCanada) posted a 44-second video and screenshots of a group chat, stating, “On October 2nd, at noon, Lin Shengkui, the director of the Fujian Provincial Medical Insurance Bureau, jumped from the 9th floor of his residence and died on the spot.”

The video shows a large blue cloth covering the ground beneath a residential building, with police officers present along with a few individuals who appeared to be family members, and sounds of crying could be heard.

The group chat screenshots revealed that “Lin Shengkui, the director of the Fujian Provincial Medical Insurance Bureau, jumped from the 9th floor of his residence at noon and died on the spot! Three former deputy directors of the Provincial Health Commission, Chen Hui, Zhang Yongyu, and Lin Shengkui, have all encountered accidents.”

On the 5th, Hong Kong newspaper “Sing Tao Daily” reported that, according to their sources, the news of Lin Shengkui’s fatal fall was true, but the specific reasons remain varied.

On the 6th, NetEase published an article titled “Director of Fujian Medical Insurance Bureau Falls to His Death, Medical Corruption Reaches Unfathomable Depths,” which was later removed.

Currently, there has been no reporting or clarification from the Chinese state media.

Prior to the National Day holiday, Lin Shengkui had made public appearances. According to reports from the official website of the Fujian Provincial Medical Insurance Bureau, on the morning of September 29th, Lin Shengkui attended a recitation and performance event jointly organized by the Communist Party of China’s Fujian Provincial Committee of Cyberspace Affairs and the Provincial Medical Insurance Bureau.

As of now, information about Lin Shengkui is still available on the official website of the Fujian Provincial Medical Insurance Bureau.

The website indicates that Lin Shengkui is the director of the bureau, responsible for overseeing all aspects of work and managing the Office, Drug Pricing and Procurement Department, Fund Supervision Department, Party Committee of the Institution (Personnel Department), and the Provincial Medical Device Joint Procurement Center.

Lin Shengkui was born in June 1965 and had a long career at the Fujian Health Department, serving as the Deputy Director of the Health Department and later as the Deputy Director of the Fujian Health and Family Planning Commission in 2013. In 2017, he became the Party Committee Secretary and Executive Vice President of the Fujian Red Cross Society, and from 2020 onwards, he held the position of director of the Medical Insurance Bureau. He also served as the Deputy Director of the Education, Science, Health, and Sports Committee of the Fujian Political Consultative Conference.

Prior to this incident, in June 2023, Chen Hui, the Deputy Director of the Fujian Health Commission, was investigated, and in April 2024, Zhang Yongyu, the Party Committee Secretary of the Fujian Family Planning Association and former Deputy Director of the Health Commission, was also investigated. They had connections with Lin Shengkui in the past.
