Shanghai Visiting National People’s Congress Delegate Sent Back to Shanghai During the Two Sessions, Detained for Another Month.

During the 2026 Two Sessions of the Chinese Communist Party, Shanghai petitioner Liu Dongbao was sent back to Shanghai after arriving in Beijing and was detained for one month upon his return. Liu Dongbao suffers from diabetes, multiple complications, and severe third-degree hypertension, yet he was still detained as a high-risk patient. Shanghai petitioner Gu Guoping believes that the authorities’ actions are illegal and their callous disregard for human life should be condemned internationally.

To avoid the stability maintenance efforts during the Two Sessions of the CCP, Liu Dongbao and his wife returned to his wife’s hometown in Maoba Township, Ankang City, Shaanxi Province to celebrate the Chinese New Year on February 7th. However, despite fleeing to Shaanxi, he was still tracked down by security forces from Shanghai’s Jing’an District Shi Men Second Road Street, prompting him to go to Beijing, where he managed to evade surveillance.

On March 7th, he arrived near Zhongnanhai in Beijing, an area off-limits to petitioners. After a police check of his identification on Chang’an Street, he was taken to the Beijing Security Management Center and was only released by the Beijing Office later that evening before being deported.

Upon his return to Shanghai, he was criminally detained by the Jing’an Branch of the Shanghai Public Security Bureau on suspicion of “provoking troubles” for one month, before being released on April 9th.

During the visit of the EU Chairman von der Leyen to China in 2025, Liu Dongbao, Gu Guoping, and others were detained for days and months for displaying banners calling for attention to human rights in China. Gu Guoping was detained for 3 days due to illness, Yu Zhonghuan was detained for a month, while Liu Dongbao was held in a black jail for 92 days, where he was tortured to the point of being unable to walk, yet the authorities did not file a case.

This year, despite not planning to petition in Beijing during the Two Sessions, the pervasive security measures led him to decide to go to Beijing.

Gu Guoping told Epoch Times, “Liu Dongbao is a diabetic patient. After being held in a black jail for 92 days, he developed complications and now has severe third-degree hypertension like me. According to the relevant laws of the domestic Detention Center Regulations and the Public Security Administration Punishment Law, there are 28 types of illnesses that cannot be detained, including severe third-degree hypertension. It is a high-risk disease that cannot be detained because the prison lacks adequate medical conditions for treatment, yet this time they unlawfully detained him for a month.”

“This involves a matter of life and death, as a seriously ill patient is detained in a place without medical facilities. This is tantamount to sacrificing lives for profit, as the Chinese Communist Party says one thing and does another, never adhering to the laws they establish.”

Furthermore, Gu Guoping discovered that the release certificate issued by the Shanghai Jing’an District Detention Center has a blank ID number, which is a violation. The law has no binding force on them.

Gu Guoping also stated, “The authorities in Jing’an District are callous towards human life, showing no respect for life. Their actions should be condemned by international conscience and justice advocates!”
