On March 18, Ma Fengsheng, former vice chairman of the Qinghai Provincial Committee of the Chinese People’s Political Consultative Conference (CPPCC), was sentenced to 14 years in prison and fined 4 million yuan for taking bribes totaling over 40.56 million yuan.
According to mainland media reports, Ma Fengsheng used his position from 2001 to 2023 to help others in matters such as poverty alleviation fund disbursement and project contracting, illegally receiving a total of over 40.56 million yuan in goods and money. The court handed down the aforementioned sentence to Ma Fengsheng in a first-instance trial at the Lanzhou Intermediate People’s Court in Gansu on March 18.
Public records show that Ma Fengsheng, born in April 1963 in Xunhua County, Qinghai Province, has worked in Qinghai for a long time, having held positions including deputy secretary of the Xunhua County Party Committee, acting county head, county head, and deputy commissioner of the Haidong Administrative Office. In February 2013, he was appointed as the Party Secretary and Director of the Poverty Alleviation and Development Bureau of Qinghai Province, leading the poverty alleviation work in the province for 8 years.
In February 2021, Ma Fengsheng was elected as the vice chairman of the Qinghai Provincial Committee of the CPPCC, becoming a vice-provincial-level official. He was re-elected in January 2023. On December 11, 2024, his downfall was officially announced. On May 27, 2025, he was expelled from the Party.
With Ma Fengsheng’s case being pronounced, 11 mid-level cadres who have fallen from grace have been sentenced in 2026. The previous 10 individuals and their sentences are as follows:
– On January 6, Zhao Jinyun, former vice governor of Gansu Province, was sentenced to 15 years in prison for taking over 54.09 million yuan in bribes.
– On January 7, Wang Hao, vice chairman of the Jiangsu Provincial Committee of the CPPCC, was sentenced to 13 years in prison for taking 46.31 million yuan in bribes.
– On January 20, Chen Xiaobo, former deputy secretary of the Hainan Provincial Commission for Discipline Inspection, was sentenced to 12 years in prison for taking 37 million yuan in bribes.
– On January 21, Zhang Shengsheng, former vice president of the China Construction Bank, was sentenced to 18 years in prison for taking over 40.64 million yuan in bribes.
– On January 28, Zhang Xiaolian, former mayor of Harbin, was sentenced to 12 years in prison for taking over 30 million yuan in bribes.
– On February 2, Tang Yijun, former Minister of Justice of the Communist Party of China, was sentenced to life imprisonment for taking 137 million yuan in bribes.
– On February 3, Li Weiwei, former chairman of the Hunan Provincial Committee of the CPPCC, was sentenced to life imprisonment for taking over 117 million yuan in bribes.
– On February 26, Zhang Tianfeng, former deputy director of the China Tobacco Monopoly Administration, was sentenced to 12 years in prison for taking over 34.07 million yuan in bribes.
– On February 28, Luo Zengbin, former member of the Hainan Provincial Party Committee and former secretary of the Haikou Municipal Party Committee, was sentenced to death with a reprieve for taking over 317 million yuan in bribes.
– On March 17, Li Haitao, former member of the Heilongjiang Provincial Committee of the CPPCC, and vice chairman, was sentenced to life imprisonment for taking over 150 million yuan in bribes.
