The Communist Party of China (CCP) in the Guangxi Zhuang Autonomous Region recently underwent significant personnel changes, with four new officials taking office. The Secretary of the Autonomous Region Commission for Discipline Inspection, Fang Lingmin, stepped down. Over the past three years, there has been a major purge in the Guangxi political arena, with several high-ranking officials at the provincial and ministerial levels falling from grace, including Lan Tianli, the Chairman of the Autonomous Region Government.
On September 21, 2026, Guangxi News Network reported that the Central Committee of the CCP approved the appointment of Wang Xinfu as the Deputy Secretary of the Guangxi Zhuang Autonomous Region Party Committee, and Liao Zhiwei, Zhang Dongyun, and Liu Yanhong as members and standing committee members of the Guangxi Zhuang Autonomous Region Party Committee. Zhang Dongyun was appointed as the Secretary of the Autonomous Region Commission for Discipline Inspection, relieving Fang Lingmin of his duties as a standing committee member and secretary of the Autonomous Region Commission for Discipline Inspection.
According to their public resumes, the newly appointed Deputy Secretary of the Guangxi Zhuang Autonomous Region Party Committee, Wang Xinfu, was born in February 1970 in Shangcheng County, Xinyang City, Henan Province, and graduated from Zhengzhou University. He previously served as the Deputy Director and Director of the Theory Bureau of the Central Propaganda Department of the CCP. In March 2021, he was appointed as the Deputy Governor of Shandong Province. In April 2022, he was transferred to the position of standing committee member and Minister of the United Front Work Department of the Guangxi Zhuang Autonomous Region Party Committee, and in May 2025, he concurrently served as Minister of the Organization Department.
Liao Zhiwei, the newly appointed standing committee member of the Guangxi Zhuang Autonomous Region Party Committee, was born in March 1970 in Jinxiu, Laibin City, Guangxi, and is of Zhuang ethnicity. He had a long career at the Pearl River Water Resources Commission of the Ministry of Water Resources, serving as a member of the party leadership group and deputy director. He also held positions such as the party secretary and chairman of the Guangxi Datengxia Water Conservancy Development Co., Ltd. In November 2020, he was transferred to the post of Deputy Secretary of the Party Leadership Group and Deputy Director of the Hubei Provincial Department of Water Resources. In March 2022, he was promoted to the Secretary of the Party Leadership Group and Director of the Hubei Provincial Department of Water Resources. In August 2025, he was appointed as the Secretary of the Party Leadership Group and Director of the Changjiang Water Resources Commission.
Liu Yanhong, the new standing committee member of the Guangxi Zhuang Autonomous Region Party Committee, was born in November 1968 in Shiyan, Hubei Province. She previously held positions such as Deputy Director and party member of the Foreign Affairs and Overseas Chinese Affairs Office of the Hubei Provincial Government, Standing Committee Member and Minister of the Organization Department of Enshi State, Deputy Director of the Organization Department of the Hubei Provincial Party Committee, Director of the Bureau for Retired Cadres of the Provincial Party Committee, Secretary of the Party Leadership Group and Director of the Human Resources and Social Security Department of Hubei Province. In June 2024, she was transferred to the position of Director and Deputy Secretary of the Party Committee of Dongfeng Motor Corporation.
Zhang Dongyun, the newly appointed standing committee member and Secretary of the Discipline Inspection Commission of the Guangxi Zhuang Autonomous Region Party Committee, was born in December 1969, and his native place is undisclosed. He had a long career in the discipline inspection system of Sichuan Province, serving successively as a standing committee member of the Chengdu Municipal Discipline Inspection Commission, Director of the Case Supervision and Management Office of the Sichuan Provincial Discipline Inspection Commission, standing committee member, deputy secretary, and executive deputy secretary of the provincial discipline inspection commission. In January 2024, he was appointed as the Secretary of the Nanchong Municipal Party Committee of Sichuan Province, and in February 2026, he became the Deputy Governor of Sichuan Province.
Fang Lingmin, the standing committee member of the Guangxi Zhuang Autonomous Region Party Committee and Secretary of the Discipline Inspection Commission who stepped down, was born in May 1964 in Yuncheng County, Heze City, Shandong Province, and graduated from the Mathematics Department of Shandong Normal University. He had a long career in Tibet and held positions such as Vice President, Deputy Secretary, President, and Secretary of the Party Committee of Tibet University, Vice Chairman of the Tibet Autonomous Region Government, Standing Committee Member and Secretary of the Party Committee of the Tibet Autonomous Region, and Secretary-General of the Party Committee. In September 2017, he was transferred to the position of Standing Committee Member and Secretary of the Discipline Inspection Commission of the Guangxi Zhuang Autonomous Region Party Committee, where he served for nine years.
It is worth noting that Fang Lingmin is a fellow villager from Yuncheng, Shandong, with Peng Liyuan, the wife of the CCP leader Xi Jinping, and Ma Xingrui, a former member of the Politburo who has fallen from grace.
Over the past year, several standing committee members of the Guangxi Zhuang Autonomous Region Party Committee have stepped down. In February 2026, Wang Weiping, the Deputy Secretary of the Guangxi Zhuang Autonomous Region Party Committee, stepped down and was transferred to the position of Deputy Director of the Standing Committee of the Autonomous Region People’s Congress. Zhou Yijue, a standing committee member and secretary-general of the Guangxi Zhuang Autonomous Region Party Committee, was rumored to have been appointed as the Vice Chairman of the Autonomous Region Political Consultative Conference and stepped down as a standing committee member of the party committee, but continued to serve as the secretary-general of the Guangxi Zhuang Autonomous Region Party Committee.
In December 2025, Nong Shengwen stepped down as a standing committee member of the Guangxi Zhuang Autonomous Region Party Committee and the Secretary of the Nanning Municipal Party Committee, while in February 2026, he was transferred to the Deputy Director of the Standing Committee of the Guangxi Zhuang Autonomous Region People’s Congress.
In addition, Zhuang Ge, the Commander of the Guangxi Military Region, stepped down in 2026 and also resigned as a standing committee member of the Guangxi Zhuang Autonomous Region Party Committee.
In the past three years, there has been a continuous purge in the political arena of the Guangxi Zhuang Autonomous Region, with several high-ranking officials at the provincial and ministerial levels being taken down, including Zhang Xiulong, former Deputy Secretary of the Party Leadership Group and Deputy Director of the Standing Committee of the People’s Congress of the Autonomous Region (October 21, 2023), Qin Rupei, former member of the standing committee of the Guangxi Zhuang Autonomous Region Party Committee and former Vice Chairman of the Autonomous Region Government (April 16, 2024), Zhou Jiabin, Vice Chairman of the Standing Committee of the People’s Congress of the Autonomous Region and Secretary of the Guilin Municipal Party Committee (December 28, 2024), Lan Tianli, Chairman of the Autonomous Region Government (May 16, 2025), and Peng Xiaochun, former member of the Party Group and Vice Chairman of the Autonomous Region Political Consultative Conference (June 16, 2025). A large number of bureau-level officials have also been investigated.
Furthermore, Chen Wu, former Vice Premier of the CCP, Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference, and former Chairman of the Guangxi Zhuang Autonomous Region Government, passed away in Beijing on August 24, 2026, at the age of 72.
It is worth noting that Guo Shengkun, former Vice Premier of the CCP, former member of the Politburo, and Secretary of the Political and Legislative Affairs Committee, and Peng Qinghua, current Vice Chairman of the National People’s Congress and former key figure in Guangxi’s administration, have both held important positions in Guangxi. Guo Shengkun and the former Politburo member and Jiang faction leader, Zeng Qinghong, are fellow villagers from Jiangxi. Insider sources have revealed that Guo Shengkun is the nephew by marriage of Zeng Qinghong. Peng Qinghua used to work under Zeng Qinghong in the Organization Department.
Most of the fallen high-ranking officials mentioned above were former subordinates of Guo Shengkun and Peng Qinghua. Notably, Peng Xiaochun once served as the chief steward of Guo Shengkun.
