Former Deputy Mayor of Jilin City, Shen Desheng, Dies Suddenly

Recently, there have been a series of sudden deaths of Chinese Communist Party officials. On July 17, the funeral work team for Shen Desheng, Secretary of the Liaoyuan City Committee of the Communist Party of China, released an obituary announcing his sudden death due to illness in the early morning of July 17, 2026. He passed away in Liaoyuan at the age of 56.

According to public information, Shen Desheng appeared in public on July 13. On that day, he chaired a video conference on flood prevention work for the entire city at the local Meteorological Bureau.

Shen Desheng was born in 1970 and had previously served in Jilin City, holding positions such as member of the Jilin City Committee, Deputy Mayor, Deputy Secretary of the Jilin City Committee, Principal of the City Party School, and Secretary of the Party Committee of the City People’s Congress Standing Committee.

In December 2020, Shen Desheng was appointed as the Director of Compilation and Editing of the Jilin Provincial Committee, and concurrently as Deputy Minister of the Provincial Organization Department. In January 2023, he was appointed as the Secretary of the Liaoyuan City Committee in Jilin Province.

On the day before Shen Desheng’s sudden death (July 16), the Sichuan authorities announced that Huang Ruixue, who had only been appointed as the Deputy Governor of the province last July, passed away on the evening of July 15 due to sudden illness at the age of 54.

Huang Ruixue, born in February 1972, had previously worked at the Ministry of Public Security’s Bureau of Domestic Security. In September 2013, he served as Deputy Director of the Qinghai Provincial Public Security Department. Two years later, he returned to the Ministry of Public Security, where he was transferred to the Office as Deputy Director, and in 2019 he became the Political Commissar of the Criminal Investigation Bureau. In August 2020, he was promoted to Secretary and Director of the Party Committee of the Office of the Ministry of Public Security under the then Minister of Public Security, Zhao Kezhi.

In June 2022, Huang Ruixue was transferred to Gansu Province, where he served as Secretary of the Party Committee and Director of the Provincial Public Security Department, Deputy Secretary of the Provincial Party Committee’s Political and Legal Committee. In January of the following year, he was appointed as the Deputy Governor of Gansu Province and concurrently served as Secretary of the Party Committee and Director of the Provincial Public Security Department, and Deputy Secretary of the Provincial Party Committee’s Political and Legal Committee.

In early July 2025, Huang Ruixue was appointed as a member of the Party Leadership Group of the Sichuan Provincial Government, Secretary of the Public Security Department Party Committee, and Inspector General, as well as Deputy Secretary of the Provincial Party Committee’s Political and Legal Committee. At the end of the same month, he became the Deputy Governor of Sichuan Province and Director of the Sichuan Provincial Public Security Department.

There have been widespread rumors on overseas platforms that Huang Ruixue committed suicide.

According to a report by Hong Kong’s Ming Pao, official obituaries using the term “unfortunate passing” generally indicate unnatural deaths. For example, in recent years, for officials such as Ren Xuefeng, Deputy Secretary of the Chongqing Municipal Committee, Liao Guoxun, Mayor of Tianjin, Yu Jianhua, Director General of the Customs Administration, and Zhang Anjiang, Deputy Mayor and Director of Public Security of Chongqing, official obituaries all cited “unfortunate passing”.
