On August 11, 2026, Yang Tianyue, former director of the Health Insurance Bureau in Harbin, Heilongjiang Province, was investigated. Six years ago, Yang was held accountable and disciplined; two of his subordinates were also investigated about two months ago. Corruption cases within the Communist Party’s healthcare insurance system have been frequent, with several healthcare insurance officials in Heilongjiang Province being investigated in recent years.
According to the official report released by the Communist Party’s Central Commission for Discipline Inspection on August 11, 2026, Yang Tianyue, former Party Secretary and director of the Health Insurance Bureau in Harbin City, Heilongjiang Province, is under investigation for serious violations of discipline and law.
Public records show that Yang Tianyue, a female born in May 1967, holds a Ph.D. and was previously Vice Chair of the Harbin Women’s Federation in Heilongjiang Province, a member of the Party Committee, Executive Vice Chair of the Harbin Women’s Federation, a member of the Political Consultative Conference in Harbin, and Honorary Vice Chair of the Harbin Women Entrepreneurs Association. From February 2019 to October 2024, she served as Party Secretary and director of the Harbin Health Insurance Bureau, and since January 2025, she has been a member of the Standing Committee of the People’s Congress of Harbin City and Deputy Director of the Education, Science, Culture, and Health Committee.
Six years ago, Yang Tianyue was involved in six typical accountability cases by the Communist Party’s Central Commission for Discipline Inspection and the National Supervisory Commission.
At the end of 2020, the Commission reported that after the Harbin Daoli District Health Insurance Center resumed on-site operations, only 60 out of 120 insurance reservation numbers were issued daily, causing long queues for services. It was discovered that some staff members of the center colluded with intermediary companies, allowing scalpers to jump the queue and illegally handle 101 cases, accepting bribes totaling over 6300 yuan. At that time, the Harbin Health Insurance Bureau and the Daoli District Committee and Government were ordered to conduct inspections, and Yang Tianyue, the then director of the Harbin Health Insurance Bureau, received a party warning and disciplinary action.
In September 2024, the Harbin Municipal Committee’s first inspection team was dispatched to the city’s health insurance bureau. A month later, Yang Tianyue was removed from her position as director of the city’s health insurance bureau and was later transferred to the People’s Congress.
The downfall of Yang Tianyue had been foreshadowed earlier; about two months ago, two of her subordinates were also simultaneously investigated.
On June 23, 2026, Liu Xuemei, Deputy Director of the Harbin Health Insurance Center in Heilongjiang Province, was expelled from the Party for severe violations of discipline and law. The official report stated that Liu used her position to amass wealth illegally, unlawfully accepting money from others. Her family’s financial situation significantly exceeded her legal income, with a vast unexplained surplus, constituting serious violations of duty and suspected bribery and corruption offenses.
Almost simultaneously with Liu Xuemei’s downfall, on June 15, 2026, Dai Shuli, former office director of the Harbin Health Insurance Bureau, was also under investigation.
A mainland public account, “Health Knowledge Department,” reported on August 11, 2026, that Yang Tianyue’s investigation was likely linked to the previous cases involving the downfall of two officials. The internal cleansing storm within the Harbin health insurance system may continue.
The responsibilities of health insurance bureaus include managing the use and reimbursement of medical insurance drugs, reviewing the qualifications of designated medical facilities and retail pharmacies, and more. According to public reports, many individuals within the health insurance system in Heilongjiang Province have fallen from grace in the past year.
Li Xiumian, former Director of the Heilongjiang Medical Security Service Center, was investigated on September 20, 2025. Dou Chenzheng, former Party Secretary and director of the Shuangyashan City Medical Security Bureau in Heilongjiang Province, was investigated on April 21, 2026.
On December 8, 2025, six typical cases of illegal and irregular use of medical insurance funds in Heilongjiang Province were exposed, including cases where individuals like Jiang in Harbin City profited from selling medical insurance drugs under the guise of treating deceased patients with special conditions, and cases where Chief Doctor Zhong from the Hemodialysis Department of Nenjiang City People’s Hospital engaged in the illegal sale of medical insurance drugs.
Furthermore, Han Chunli, former Party Secretary and director of the Shenyang City Medical Security Bureau in Liaoning Province, was investigated on March 30, 2026. Yuan Zhiying, former Deputy Director of the Anhui Medical Security Bureau, was investigated on April 13, 2026. Yang Longwen, former Party Secretary and director of the Hechi City Medical Security Bureau in Guangxi, was investigated on May 7, 2026.
Corruption within the Communist Party’s healthcare system runs deep, with frequent scandals emerging. In recent years, many hospital directors and secretaries have fallen from grace in tandem with local construction committee officials and health insurance bureau officials.
