On April 24, 2026, a high-ranking official of the Chinese Communist Party (CCP), Li Wuwen, who served as a member of the Wenzhou City Committee and Deputy Mayor in Zhejiang Province, turned himself in. Li Wuwen was a key figure close to Xi Jinping, the leader of the CCP, and both the Premier of the State Council, Li Qiang, and the Minister of State Security, Chen Yixin, are also from Wenzhou. Notably, Li Wuwen had previously held positions in Rui’an City, which is where Li Qiang hails from, for five years. Since 2025, several officials in Wenzhou have consecutively surrendered themselves for investigation.
According to a report from the Zhejiang Provincial Commission for Discipline Inspection and Supervision Commission published on the official website of the Central Commission for Discipline Inspection, Li Wuwen, born in January 1967 in Qingtian County, Lishui City, Zhejiang Province, voluntarily surrendered and is under investigation for serious violations of discipline and the law.
Li Wuwen has held various positions during his career in Wenzhou, including Vice District Mayor of Lucheng District, Deputy Secretary and Deputy District Mayor of Ouhai District, Executive Deputy District Mayor, Executive Deputy Mayor of Rui’an City, Deputy Secretary and Mayor of Rui’an City, and Secretary of Lucheng District Committee. He was appointed as Deputy Mayor of Wenzhou in December 2018 and as a member of the Wenzhou City Committee in February 2022.
It is noteworthy that both the current Premier of the State Council, Li Qiang, and the Minister of State Security, Chen Yixin, are also from Wenzhou. Li Qiang is from Rui’an City, a subordinate city of Wenzhou, while Chen Yixin is from Taishun County in Wenzhou. Both of them have previously held leadership positions in Wenzhou.
Li Qiang and Chen Yixin have been long-time associates of Xi Jinping, the top leader of the CCP in Zhejiang. Since Xi Jinping came to power, Li Qiang has been promoted successively, serving as the Governor of Zhejiang Province, Secretary of the Jiangsu Provincial Party Committee, member of the Political Bureau of the CCP Central Committee and Secretary of the Shanghai Municipal Party Committee, member of the Political Bureau of the CCP Central Committee, and Premier of the State Council. Chen Yixin has been appointed as Vice Director of the Office for Deepening Reform under the Central Committee of the CCP, Deputy Secretary of the Hubei Provincial Party Committee concurrently serving as Secretary of the Wuhan Municipal Party Committee, Secretary-General of the Central Political and Legal Affairs Commission, and Minister of State Security.
In a previous role from April 2002 to November 2004, Li Qiang served as the Secretary of the Wenzhou Municipal Party Committee, during which time Li Wuwen held positions such as Director of the Puxie Street Office and Deputy Secretary of the Party Working Committee in Lucheng District, and Secretary of the Tengqiao Town Party Committee.
From November 2011, Li Qiang transitioned from Secretary of the Zhejiang Provincial Party Committee’s Secretary-General to Deputy Secretary. During this time, Li Wuwen was transferred from Deputy District Mayor of Ouhai District to Deputy Mayor of Rui’an City, Li Qiang’s hometown, and was later appointed as Mayor in November 2011.
From December 2012 to July 2016, Li Qiang served as the Governor of Zhejiang Province, while Chen Yixin was the Secretary of the Wenzhou Municipal Party Committee from June 2013 to November 2015. Li Wuwen was promoted to Secretary of the Rui’an City Party Committee in March 2015.
In June 2016, Li Qiang was appointed Secretary of the Jiangsu Provincial Party Committee. Five months later, in November 2016, Li Wuwen was transferred from Secretary of the Rui’an City Party Committee to Secretary of the Lucheng District Party Committee in Wenzhou.
From November 2011 to November 2016, Li Wuwen had been in charge of Rui’an City, Li Qiang’s hometown, for five years.
According to the official website of the Zhejiang Provincial Commission for Discipline Inspection, since 2025, several officials in Wenzhou have voluntarily surrendered themselves for investigation.
On February 27, 2026, Lin Shinan, the former Secretary of the Party Committee and Chairman of the Wenzhou Urban Construction Development Group Co., Ltd., voluntarily turned himself in.
On December 23, 2025, Lin Jianbo, the Secretary of the Party Committee and Vice Chairman of the Wenzhou Science Association, voluntarily surrendered.
On August 28, 2025, Ye Zhengshe, the former Secretary of the Party Committee and Chairman of the Wenzhou Transportation Group Co., Ltd., voluntarily surrendered.
Additionally, on March 15, 2025, Tang Xiaoshu, Deputy Director of the Zhejiang Provincial Education Department, voluntarily turned himself in. Tang Xiaoshu, a native of Wenzhou, had served in various capacities in Wenzhou for a long time and was a key member of the “Jiangxi New Army” under the leadership of Li Qiang, Chen Yixin, and others when they were in charge of Wenzhou.
