Former Guangdong Province Dongguan City first-grade inspector Cai Jiahua was investigated on April 2, 2026. Cai Jiahua served as a cadre for Guangdong Province’s support to Tibet and had close interactions with Hu Chunhua, who was a member of the Politburo and the Secretary of the Guangdong Provincial Party Committee at that time, and was promoted by Hu.
According to an announcement from the Central Commission for Discipline Inspection and the National Supervisory Commission on the website of the Communist Party of China on April 2, 2026, Cai Jiahua, the former first-grade inspector of Dongguan City, Guangdong Province, is suspected of “serious violations of discipline and law” and is under investigation.
According to his public resume, Cai Jiahua, from Huoshan, Anhui, was born in June 1965. After graduating from the Chinese Department of Sun Yat-sen University in 1988, he worked in various positions in Dongguan City, Guangdong Province, including Director of the Personnel Office of Dongguan City, Deputy Secretary-General of Dongguan Municipal Party Committee, and Director of the Municipal Party Committee Inspection Office.
From April 2010 to June 2013, Cai Jiahua served as the Secretary of the Linzhi County Party Committee in Tibet as part of Guangdong Province’s support team.
After the 18th National Congress of the Communist Party of China in November 2012, Hu Chunhua was promoted to a member of the Politburo and was reassigned as the Secretary of the Guangdong Provincial Party Committee from the Party Secretary of Inner Mongolia. Hu Chunhua had served in Tibet twice, from August 1983 to September 1996 and from 2001 to December 2006. From March to December 1992, he was the Deputy Commissioner (equivalent to Vice Mayor) of the Linzhi Administrative Office in Tibet.
During Hu Chunhua’s tenure as the Secretary of the Guangdong Provincial Party Committee from 2012 to 2017, Cai Jiahua was promoted to various positions, including member of the Party Committee of the Guangdong Provincial Development and Reform Commission, Deputy Director (Vice Ministerial Level) of the Provincial Support Team for Tibet and Xinjiang, head of the seventh batch of Guangdong support team for Tibet, Deputy Secretary of Linzhi Prefectural Party Committee, Executive Deputy Commissioner of the Administration, Deputy Secretary, and Vice Mayor of Linzhi City. In August 2016, he was promoted to member of the Foshan Municipal Party Committee, Deputy Mayor of the city, and Deputy Secretary of the Party Committee.
Public information indicates that after Hu Chunhua, who had a long-term tenure in Tibet, took charge of Guangdong, he actively promoted the support work for Tibet. He led delegations to Tibet multiple times for inspections and had close interactions with Cai Jiahua, who was then a Guangdong provincial support cadre for Tibet.
In September 2014, Hu Chunhua, a member of the Politburo and the provincial Party Secretary at the time, along with Governor Zhu Xiaodan led a delegation from the Guangdong Provincial Party and Government to Linzhi District of Tibet for inspections related to the support work. They visited and comforted the seventh batch of support cadres from Guangdong. Cai Jiahua was the head of the seventh batch of support team for Tibet, Deputy Secretary of the Linzhi Prefectural Party Committee, and Executive Deputy Commissioner at the time, and reported the work to Hu Chunhua during the meeting. Hu Chunhua affirmed the work of the seventh batch of support for Tibet and put forward relevant work requirements.
The official website of Tibet once published a photo of Hu Chunhua, the then Party Secretary of the Guangdong Provincial Party Committee, with Cai Jiahua, the then head of the seventh batch of Guangdong support team for Tibet and Deputy Secretary of the Linzhi Prefectural Party Committee and Executive Deputy Commissioner.
Following the 19th National Congress of the Communist Party of China, Hu Chunhua moved to Beijing to serve as a Vice Premier of the State Council. Subsequently, in March 2021, the 56-year-old Cai Jiahua was transferred to a position in the Chinese People’s Political Consultative Conference and became the Chairman and Party Secretary of the Jiangmen Municipal Committee of the Chinese People’s Political Consultative Conference in Guangdong Province. He resigned a year later and was appointed as a first-grade inspector in Dongguan City, Guangdong Province.
During the 20th National Congress of the Communist Party of China, the Youth League faction was “destroyed,” and Hu Chunhua was removed from the Politburo and reassigned as a Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference. In recent years, the officialdom in Tibet, Inner Mongolia, and Guangdong Province, where Hu Chunhua had successively held positions, have undergone purges, with many officials who were once promoted and trusted by Hu Chunhua falling from grace.
