【Epoch Times News, September 3, 2025】 The Taiwan Coast Guard Administration’s Kinmen, Matsu, and Penghu Branch stated today (3rd) that Chinese Communist Party (CCP) government vessels have been frequently traversing the waters near Kinmen in August, with the Taiwanese Coast Guard accompanying and driving them away, unraveling CCP’s gray zone cognitive warfare.
According to the latest statistics from the Taiwan Coast Guard Administration: from February 2024 to the end of August this year, CCP maritime guard vessels have traversed the waters near Kinmen 85 times, averaging 4.4 voyages per month with each lasting 2 hours. In August, there were still 4 voyages.
Moreover, during this period, a total of 222 voyages by CCP maritime surveillance, fishery administration, coast guard, scientific research vessels, and other government vessels passed through restricted waters near Kinmen; 293 voyages passed through prohibited waters near Kinmen, with an average of 11.7 voyages through restricted waters and 15.4 voyages through prohibited waters per month. In August, there were also 24 occasions of entry into restricted and prohibited waters near Kinmen, which were promptly detected by the Taiwanese Coast Guard, accompanying and driving them away, unraveling CCP’s gray zone cognitive warfare.
The CCP Maritime Safety Administration announced on August 25 that “since August, the Fujian Maritime Security Organized fleet has continuously strengthened law enforcement patrols in the waters near Kinmen to further enhance the control of the relevant waters, effectively safeguarding the legal and legitimate rights and security of Chinese fishermen, including those in the Taiwan region, and ensuring normal navigation and operation order in the Xiamen-Kinmen sea area.”
The Taiwan Coast Guard Administration analyzed that the CCP is holding the “Shanghai Cooperation Organization Summit” from August 31 to September 1 this year and a military parade on September 3 to commemorate the victory in the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War. They have invited leaders or dignitaries from various countries to attend these events making it a prime time for CCP’s political and military propaganda, not ruling out the deliberate use of this sensitive timing to create the illusion of “law enforcement patrols” in the waters near Kinmen, arrogantly infringing on Taiwan’s national sovereignty.
The Coast Guard Administration emphasized that after the Kinmen incident on February 14, 2024, the CCP Taiwan Affairs Office spokesperson stated on February 18 that “There are no prohibited or restricted waters in the Xiamen-Kinmen sea area.” However, since February 25, the CCP maritime guards have been pretending to conduct “law enforcement patrols” in the waters near Kinmen while actually harassing. Even after the signing of the negotiation memorandum on July 30 of the same year, CCP maritime guards and other government vessels have not stopped their harassment.
Based on the pattern of their navigation, CCP’s actions have become a “normalized harassment” and are certainly not “law enforcement patrols,” influencing not only cross-strait relations but also disrupting regional peace and stability. The Taiwan Coast Guard Administration will continue to uphold a firm law enforcement stance, closely monitoring the movements of CCP maritime guard vessels and other government vessels, deploying patrol ships in advance, and promptly monitoring and driving them away, and disclosing law enforcement footage to dispel CCP maritime guards’ false information in defense of national sovereignty and stabilizing public morale.
