Jilin High-Ranking Official Li Xiangan Fell from Grace, Once Sought Private Enterprise to Build a Leisure Club for Him.

Recently, former deputy director of the Standing Committee of Heilongjiang Provincial People’s Congress, Li Xianguang, was exposed for reportedly requesting private business owners to renovate his company’s office space into a private club for his personal enjoyment. Li Xianguang was taken down from his position in March last year.

On May 26, 2025, the Chinese state-run media “People’s Daily” revealed that Li Xianguang, former deputy director of the Standing Committee of Heilongjiang Provincial People’s Congress, asked private business owners to transform his company’s office space into a private club, complete with a restaurant, karaoke rooms, and other amenities for his exclusive use. Li Xianguang reportedly frequented the club two to three times a week until the night before he was detained, indulging in lavish feasts and drinks.

Li Xianguang is believed to be the same individual as the former party member and deputy director of the Standing Committee of Heilongjiang Provincial People’s Congress who was previously removed from his position.

On March 17, 2024, Li Xianguang was officially removed from office; on March 26, his position as a delegate to the 14th Heilongjiang Provincial People’s Congress was revoked. On September 11, he was officially expelled from the Party and handed over to judicial authorities for investigation.

At that time, the notification of his expulsion alleged that Li Xianguang had criticized the central policies of the Communist Party of China, resisted organizational inspections, failed to report personal matters as required, engaged in corrupt practices, lacked discipline, illegally obtained classified information, accepted large amounts of illicit money, and embezzled public funds.

Public records show that Li Xianguang was born in Hanxuan, Hubei in February 1963 and started working in August 1983. He had previously worked at the former Ministry of Agriculture, holding positions such as Director of the Department of Farmers’ Burden Management under the Agricultural Cooperation and Economic Guidance Department of the Ministry of Agriculture, Deputy Director of the Office of Farmers’ Burden Management in the Ministry of Agriculture, and Deputy Director of the Rural Economic Research Center of the Ministry of Agriculture.

In July 1999, Li Xianguang was transferred to the Office of the Standing Committee of the National People’s Congress as a deputy bureau-level secretary, and the following year he was reassigned to the Secretariat of the Central Office of the Communist Party of China as a full bureau-level secretary.

In March 2005, Li Xianguang was appointed as the Deputy Secretary-General of the Communist Party Committee of Heilongjiang Province (equivalent to a department-level official), the Mayor and Party Secretary of Shuangyashan City, and in 2013 he became the Secretary-General of the Provincial Government. In 2018, he became the Deputy Director of the Standing Committee of the Provincial People’s Congress, rising to the level of a deputy ministerial official before his downfall in March this year.
