Sichuan former senior official “tiger” Song Chaohua fell from power just 3 months after resigning

On April 25th, it was officially announced that Song Chaohua, former member of the Standing Committee of the Sichuan Provincial People’s Congress and deputy director, is under investigation for serious violations of discipline and law. He is the first “tiger” to fall after the Central Commission for Discipline Inspection of the Communist Party of China entered Sichuan. Three months ago, Song Chaohua had just resigned.

Song Chaohua, a Han Chinese male born in May 1962 in Qionglai, Sichuan, has been working in various positions in Sichuan Province. He previously served as the Secretary of the Chenghua District Committee of Chengdu City, Mayor of Meishan City, and Mayor/Party Secretary of Nanchong City, before becoming the deputy director and party member of the Standing Committee of the Sichuan Provincial People’s Congress in February 2021.

In January of this year, the Sichuan Provincial People’s Congress announced that due to age reasons, Song Chaohua had resigned from the position of deputy director of the Standing Committee of the Fourteenth People’s Congress of Sichuan Province.

Currently, the Twelfth Inspection Team of the Communist Party of China is conducting inspections in Sichuan Province, with a duration of about two and a half months.

Recently, there have been continuous tremors in the officialdom of Sichuan and Chongqing. Several officials have been investigated and dealt with one after another.

On April 23rd, Lu Kehua, former member of the Standing Committee of the Chongqing Municipal Committee and former Secretary of the Political and Legal Committee, was expelled from the Party.

Earlier on March 31st, Duan Chenggang, the Vice Chairman of the Chongqing Municipal Committee of the Chinese People’s Political Consultative Conference, was also investigated.

Aged 62, Duan Chenggang has worked in Chongqing for over forty years, holding various positions such as the Standing Committee Member and Deputy District Chief of Jiangbei District, District Chief of Banan District, Director of the Chongqing North New Area Management Committee, Deputy Director of the Liangjiang New Area Management Committee, and Secretary of Yubei District.

In 2018, Duan Chenggang became a member of the Standing Committee of the Chongqing Municipal Committee and Secretary of the Party Working Committee of the Liangjiang New Area. In 2022, he was appointed as the Vice Chairman of the Chongqing Municipal Committee of the Chinese People’s Political Consultative Conference, no longer serving as a member of the municipal committee and the Secretary of the Party Working Committee of the Liangjiang New Area.

Of particular note is that with Duan Chenggang’s investigation, three Party Working Committee Secretaries in the Liangjiang New Area of Chongqing have been investigated in recent years.

On March 29th, before Duan Chenggang’s expulsion, Wang Yu, Deputy Secretary of the Party Committee and Director of the Chongqing Academy of Science and Technology, was investigated.

Official reports and records show that when Duan Chenggang was serving as a member of the Standing Committee of the Chongqing Municipal Committee and Secretary of the Party Working Committee of the Liangjiang New Area, Wang Yu was a member of the Party Working Committee and Deputy Director of the Management Committee in the Liangjiang New Area. The two had a superior-subordinate relationship.

In late February, Tang Chuan, Deputy Director of the Supervisory and Legal Committee of the Chongqing Municipal People’s Congress, was also investigated. From April 2016 to November 2018, Tang Chuan served as the District Chief of Yubei District. From May 2016 to October 2018, Duan Chenggang was the Secretary of the Yubei District Committee. Duan Chenggang and Tang Chuan were once partners. After Duan Chenggang was promoted from Secretary of the Yubei District Committee to a member of the Standing Committee of the Chongqing Municipal Committee and Secretary of the Party Working Committee of the Liangjiang New Area, Tang Chuan took over as the Secretary of the Yubei District Committee.

On February 13th, Sichuan Province officially announced on the same day that two officials had been investigated. The two officials, who are father and son, had been in public service for nearly 15 years after the father had retired. They are Zhang Xianfu, former Chairman of the Jin Kouhe District Political Consultative Conference in Leshan City, Sichuan, and Zhang Chuan, Party Secretary and Director of the Natural Resources Bureau of the Jin Kouhe District, both holding the title of Level Four Researcher.
