53-year-old Qiu Jixing, Party Secretary and Chairman of Hunan Airport Management Group Co., Ltd. (referred to as “Hunan Airport Group”), and Director of the Hunan Airport Management Bureau, was recently arrested on suspicion of sexually assaulting a woman after a dinner party.
According to a report by the Economic Observer, from April 15th to 18th, several informed sources confirmed the above news. It is reported that the incident involving Qiu Jixing originated from a dinner party on April 11th. After the dinner party ended, he allegedly sexually assaulted a lady at the same table who later reported the incident to the police.
Following coordination by the higher authorities, the Criminal Investigation Detachment of the Changsha Public Security Bureau detained Qiu Jixing around April 15th.
The official website of the Hunan Airport Group showed that on April 14th, Qiu Jixing chaired the company’s work meeting for April 2025.
Established in April 2003, the Hunan Airport Group has a registered capital of 5.1 billion yuan, with Qiu Jixing currently serving as the legal representative of the company.
As of 8:00 on April 18th, the “Group Leadership” section of the official website of Hunan Airport Group still retained Qiu Jixing’s information as the Party Secretary and Chairman of the Hunan Airport Management Group, and Director of the Hunan Airport Management Bureau.
However, in the afternoon of April 18th, clicking on the official website of Hunan Airport Group displayed a message stating “The website is under maintenance.”
Qiu Jixing, born in April 1972, is a native of Liuyang, Changsha, Hunan. He has held various positions throughout his career, including positions in local government and Communist Party Youth League, and ultimately reaching the rank of department level official.
In January 2017, Qiu Jixing was promoted to Deputy Mayor of Changsha, Hunan, becoming a deputy department-level official. He later served as a member of the Changsha Municipal Committee and Secretary of the Party Working Committee of the Changsha Sub-District in the (Hunan) Pilot Free Trade Zone.
In November 2023, Qiu Jixing assumed the position of Party Secretary and Chairman of the Hunan Airport Management Group Co., Ltd., as well as Director of the Hunan Airport Management Bureau, officially becoming a bureau level official.
