Corrupt official Guan Qingliang in Guizhou Province indicted, details of embezzlement revealed

On March 14th, Guan Qingliang, the former secretary of the Communist Party Committee of Xiuwen County, Guizhou Province, was indicted on charges of bribery.

The Qiannan Prefecture Procuratorate accused Guan Qingliang of abusing his positions as the Minister of the Organization Department of Dafang County Party Committee, former Deputy County Magistrate of Qianxi County, and the County Magistrate and Secretary of Xiuwen County to seek benefits for others, illegally accepting property from others in an extremely large amount.

According to a special anti-corruption documentary broadcasted on January 17th, during his tenure as the County Magistrate and Party Secretary of Xiuwen, Guan Qingliang acted arbitrarily and arrogantly, turning from being the “leader” to the “tyrant.”

In January 2020, a hospital project was initiated in Xiuwen County, with the main construction completed in May 2021. The businessman, Jin, who took over the project, was a childhood friend of Guan Qingliang. From 2018 to 2024, during Guan Qingliang’s time as the County Magistrate and Party Secretary of Xiuwen, Jin undertook 15 construction projects in Xiuwen with a total amount exceeding 1.2 billion yuan. Jin promised to give kickbacks to Guan Qingliang at a rate of 2% of the bid price for each project. When Guan Qingliang purchased a house in Guanshanhu District of Guiyang City, Jin covered all expenses, including the house price, maintenance fund, taxes, property management fees, renovation costs, and parking fees.

In order to make money, Guan Qingliang also groomed his own younger sister, Zhu, to be his “white glove.” Zhu’s identity was hidden under a relative’s name, and Guan Qingliang used her to engage in business activities, purchase stocks, funds, and real estate to accumulate wealth.

In May 2024, fearing investigation, Guan Qingliang instructed his wife, father, sister, uncle, and others to transfer and bury all the illegally obtained Moutai liquor, cash, and other assets in a piece of land. They covered it with wooden boards and oil paper, and planted corn on top to evade scrutiny.

Public records show that Guan Qingliang, aged 46, has long worked in Bijie City, Guizhou Province. In December 2018, he was transferred to Vice Secretary of the Party Committee and County Magistrate Candidate of Xiuwen County, Guiyang City, and also served as Vice Secretary of the Party Committee and Director of the Management Committee of Guizhou Xiuwen Economic Development Zone, Director of the Industrial Park Construction and Development Office of Xiuwen County, etc. He became the County Magistrate of Xiuwen County in January 2019 and the Party Secretary in 2021 before being investigated on May 30, 2024.
