Former Vice Governor of Zhejiang Province and Deputy Director of the Provincial People’s Congress Gao Xingfu has recently been indicted. He was removed from his position in August last year.
According to a report from the Supreme People’s Procuratorate of the Communist Party of China on June 4th, Gao Xingfu, former Deputy Secretary of the Party Committee and Deputy Director of the Standing Committee of the Zhejiang Provincial People’s Congress, was investigated and the case of suspected bribery was concluded by the National Supervision Commission and transferred to the procuratorial organ for examination and prosecution. The procuratorate decided to arrest Gao Xingfu on charges of bribery and designated the Yichun City Procuratorate in Jiangxi Province to review and prosecute the case. The prosecution has recently brought charges to the Yichun Intermediate People’s Court.
The prosecution alleges that Gao Xingfu took advantage of his positions as Vice General Manager, General Manager, Chairman of Zhejiang Construction Investment Group Co., Ltd., Chairman of Zhejiang Transport Investment Group Co., Ltd., Deputy Governor of Zhejiang Province, and Deputy Director of the Standing Committee of the Zhejiang Provincial People’s Congress. He used the convenience and conditions provided by his authority or status to seek benefits for others, illegally accepted property from others, in exceedingly large amounts, and should be held criminally responsible for the crime of bribery.
On August 18, 2025, Gao Xingfu, then Deputy Director of the Zhejiang Provincial People’s Congress, was officially announced to have fallen from grace. On February 6 of this year, it was officially announced that Gao Xingfu was expelled from the party and public office, and handed over to the judicial authorities.
The official announcement at that time stated that Gao Xingfu engaged in speculation and associated with political fraudsters; he sought benefits for others and accepted property while promoting cadres and hiring workers; he illegally intervened in and interfered with market economic activities; his morals were corrupted, he sought pleasure and pursued low-level interests; he was excessively greedy, engaged in power-money transactions, used his position to benefit others in project contracting, land use, company listing, and operations, and illegally accepted huge sums of money.
Public records show that Gao Xingfu was born in Hangzhou, Zhejiang in August 1963, started working in March 1988, and served in Zhejiang for 38 years, including 28 years in the business sector.
Gao Xingfu previously served as a director and deputy general manager of Zhejiang Construction Group Co., Ltd., Vice Chairman and General Manager of Zhejiang Construction Investment Group Co., Ltd., and Chairman of Zhejiang Construction Investment Group Co., Ltd. He has been serving as Chairman of Zhejiang Transport Group since January 2015.
In August 2016, Gao Xingfu became Deputy Governor of Zhejiang Province and a member of the Party Committee. He rose directly from a business leader to deputy governor, in what was called the first instance in Zhejiang in 21 years.
In January 2023, Gao Xingfu was appointed as Deputy Director of the Standing Committee of the Zhejiang Provincial People’s Congress until the investigation took place.
