The former office director of the Heilongjiang Provincial Government, Kang Hanqing, was investigated on May 21, 2026. His former leader, the former secretary-general of the Heilongjiang Provincial Government, Li Xianguang, was taken down two years ago and sentenced to life imprisonment six months ago. Li Xianguang and Kang Hanqing were the chief stewards during the tenure of the Party faction official Lu Hao as the governor of Heilongjiang Province.
On May 21, 2026, according to the official website of the Central Commission for Discipline Inspection and the National Supervisory Commission of the CPC, the Discipline Inspection Commission of Heilongjiang Province announced that Kang Hanqing, a member of the Heilongjiang Provincial Committee of the Chinese People’s Political Consultative Conference and director of the Proposals Committee, is suspected of serious violations of discipline and law and is under investigation.
According to his public resume, Kang Hanqing, of Manchu descent, was born in October 1963 in Suihua, Heilongjiang. He has held various positions including director and Party committee secretary of the Foreign Trade Commission of Jiamusi City, director and Party committee secretary of the Foreign Trade and Economic Cooperation Bureau of Jiamusi City, deputy director of the Foreign Trade Department of Heilongjiang Province, deputy director of the Commerce Department, deputy secretary-general of the provincial government, director of the provincial government office, member of the standing committee and executive deputy mayor of Harbin City, director and Party committee secretary of the Provincial Commerce Department, among others.
From December 2013 to June 2016, Kang Hanqing served as deputy secretary-general of the Heilongjiang Provincial Government, director of the provincial government office, and Party committee secretary, working as the right-hand man of the then secretary-general of the Heilongjiang Provincial Government, Li Xianguang, for two and a half years. Li Xianguang was taken down two years ago.
Public information shows that Li Xianguang, born in February 1963 in Hanchuan, Hubei, previously worked in the Ministry of Agriculture of the CPC. He held positions such as director of the Farmers’ Burdens Management Department of the Agricultural Cooperative Economic Guidance Division of the Ministry of Agriculture, deputy director of the Farmers’ Burdens Management Office of the Ministry of Agriculture, and deputy director of the Rural Economy Research Center of the Ministry of Agriculture, among others.
In July 1999, Li Xianguang was appointed as the deputy bureau-level secretary of the Office of the Standing Committee of the National People’s Congress, and the following year he was transferred to be the bureau-level secretary of the Secretariat of the Central Committee of the CPC.
In March 2005, Li Xianguang became the deputy secretary-general (bureau-level) of the CPC Heilongjiang Provincial Committee, mayor and Party committee secretary of Shuangyashan City, then the secretary-general of the provincial government in 2013, and in 2018, he was appointed as deputy director of the Provincial People’s Congress, rising to the deputy ministerial level. He was taken down from his post in March 2025.
On November 17, 2025, Li Xianguang was sentenced to life imprisonment for bribery and corruption.
During the tenure of Lu Hao from March 2013 to March 2018 as the deputy secretary of the CPC Heilongjiang Provincial Committee and the governor, Li Xianguang was promoted from secretary of the Shuangyashan City Committee of Heilongjiang Province to the secretary-general of the Heilongjiang Provincial Government and Party group member in December 2013, serving as Lu Hao’s chief steward for four years. In January 2018, he was promoted to deputy director of the Heilongjiang Provincial People’s Congress, reaching the deputy provincial level.
While Lu Hao served as the governor of Heilongjiang Province, Kang Hanqing was promoted in December 2013 from deputy secretary-general (department-level) of the Heilongjiang Provincial Government to deputy secretary-general of the provincial government, concurrently serving as director of the provincial government office and Party committee secretary, acting as Lu Hao’s chief secretary for over three years. In June 2016, he was appointed as a member of the Standing Committee of the Harbin Municipal Committee and the executive deputy mayor.
Born in June 1967 in Xi’an, Shaanxi, with family roots in Shanghai, Lu Hao graduated from Peking University under the guidance of the renowned economist Li Yining and is considered a junior to Li Keqiang. At the age of 35, Lu Hao became the deputy mayor of Beijing, making him the youngest deputy ministerial-level official at the time. At 41, he became the first secretary of the Secretariat of the Communist Youth League Central Committee, also the youngest official at the full ministerial level.
Following the 18th National Congress of the CPC, Lu Hao was appointed as the governor of Heilongjiang Province and after the 19th National Congress of the CPC, he was reassigned in March 2018 as the Minister of Natural Resources and Party group secretary. In July 2022, just before the 20th National Congress, Lu Hao was appointed as the secretary of the Party group and director of the Development Research Center of the State Council.
Previously, the first secretaries of the Communist Youth League Central Committee, including Li Keqiang, Hu Chunhua, and Zhou Qiang, have been promoted to deputy national-level positions or higher. At the time, there was speculation that as a prominent member of the youth league faction, Lu Hao’s move from the head of a major department directly to a think tank indicated a lack of significant advancement.
