The Ministry of the Interior of the Republic of China (Taiwan) announced that the three readings of the “Budgetary Revenue and Expenditure Allocation Law” by the Legislative Yuan are bound to affect rental subsidies. Starting from January 1st, 2025, the new subsidy amount of 30 billion New Taiwan Dollars (approximately 959 million US dollars) will be distributed, expanding the number of subsidized households from the original 500,000 to 750,000. Once the predetermined number of subsidies is reached, the application process will be closed.
The Ministry of the Interior’s Land Administration Bureau stated in a press release that the rental subsidy aims to alleviate the housing burden of low-income groups with certain income levels and those without their own housing. The previous operation mode in 2021 involved a shared subsidy fund between the central and local governments based on their financial capabilities, with the central government covering approximately 75% and local governments 25%. However, in 2022, the Executive Yuan decided to centralize the subsidy process to better assist tenants by directly transferring the subsidy amount to their accounts, fully covering the subsidy expenses.
On December 22nd, the Legislative Yuan of the Republic of China passed the amendment proposal for certain articles of the “Budgetary Revenue and Expenditure Allocation Law.” The Land Administration Bureau of the Ministry of the Interior stated that this will impact existing policies such as the 30 billion NT dollars rental subsidy, public housing rental management, and pedestrian safety. In response to the amendments in the budgetary law, a stricter control on the number of households will be implemented. The subsidy applications for 2025 will be closed once it reaches 750,000 households. Following that, a budget allocation strategy involving both the central and local governments will be restructured based on the subsidy processes before 2021.
For the 2025 central government’s expanded rental subsidy program of 30 billion NT dollars, applications will be accepted from January 1st, 9:00 a.m. to December 31st, 5:00 p.m. In order to assist tenants in easing their financial burdens, the Ministry introduced the central government’s expanded rental subsidy program starting from 2022. The streamlined application process allows for easy application without restrictions, bringing in old cases without the need for reapplication, and eligibility for subsidy application at the age of 18. These measures aim to encourage tenants to apply actively and ensure that tenants of all ages receive government support.
The Land Administration Bureau emphasized that for tenants who applied for the 30 billion NT dollars central government’s expanded rental subsidy program and received subsidies after August in the 2023-2024 fiscal year, their applications will be automatically transferred into the 2025 fiscal year without the need for reapplication, simplifying the process. The local governments will be responsible for reviewing applications, while the central government will handle fund allocations, ensuring support for tenants nationwide.
To apply for the 30 billion NT dollars central government’s expanded rental subsidy, tenants can submit applications online or in paper form. For new applicants who did not apply in the 2023-2024 fiscal years, they can apply through the “30 Billion NT Dollars Central Government’s Expanded Rental Subsidy Program” section. Applicants can fill out basic information, upload lease agreements, bank statements, and other supporting documents for online applications. Those who prefer paper applications can obtain the form from local governments, fill out the required information, attach relevant documents, and submit it by registered mail or fax to the local city or county government.
