A 13-year-old girl in Yuncheng, Shanxi, was raped by a man, and her family reported the incident to the police. However, the police decided not to file a case, sparking widespread attention after the incident was exposed.
According to reports from Wave News, on the early morning of April 19th, Xiaomin (pseudonym), a 13-year-old fifth-grade elementary school student, stayed overnight in a friend’s vacant rental house after having a quarrel with her family. A 41-year-old man, Han (alias “Black Brother”), followed and threatened her before assaulting her. Afterwards, Han gave Xiaomin 500 RMB through another person.
Over ten days after the incident, Xiaomin gathered the courage to inform her brother’s girlfriend about what happened via WeChat. Her family promptly reported the incident to the police, who took the girl to the hospital for evidence collection. However, the family has not yet seen the final examination results.
Xiaomin’s brother, Zhang Lei, revealed that during the handling of the case, the police repeatedly cited “insufficient evidence” as a reason, urging the family to accept financial compensation to settle the matter privately. However, Zhang Lei learned from the handling officer that “Han has admitted to having a sexual relationship with Xiaomin. I don’t understand why there would still be insufficient evidence.”
What’s even more unsettling for the family is that after reporting the case, the suspect, Han, threatened Xiaomin with harm if she didn’t withdraw the case, saying, “If you don’t withdraw the case, I will kill your whole family.” The family questioned why the suspect, post-incident, not only was not effectively controlled but also could contact and threaten the underage victim, indicating significant oversights in the handling process. Yet, after the family raised these concerns to the police, the only response they received was “he wouldn’t dare,” without any further actions taken.
Moreover, by checking the Shanxi Public Security Bureau’s official website, the family found out that the police had decided not to file the case on June 12th. Zhang Lei stated that he would apply for a review and request the procuratorate to intervene for supervision.
After the incident garnered strong condemnation from public opinion, the Yuncheng City Public Security Bureau, Yuhu Sub-Bureau, issued a notification early on June 23rd, stating that they had established a joint investigation team, initiated a case review procedure, and would comprehensively review the original files, evidence materials, and handling processes.
