Unusual activities of Beijing Deputy Mayor Xia Linmao

The Deputy Secretary and Executive Deputy Mayor of the Beijing Municipal Committee of the Communist Party of China, Xia Linmao, has been out of public view for 19 days from April 25 to May 13, 2026, raising concerns about his whereabouts. Rumors emerged in March 2026 suggesting that Xia Linmao was under investigation, and recent online reports have circulated indicating that he may be in trouble.

According to a report in the Beijing Daily, on the afternoon of May 13, 2026, the Secretary of the Beijing Municipal Committee of the Communist Party of China, Yin Li, presided over a meeting of the party’s theoretical study center on the topic of “correct political achievements.” Vice Secretary of the Beijing Municipal Committee and Mayor, Yin Yong, Li Xiuling, Director of the Beijing Municipal People’s Congress Standing Committee, Wei Xiaodong, Chairman of the Beijing Political Consultative Conference, and Yu Jun, Deputy Secretary of the Municipal Committee and Deputy Director of the Municipal People’s Congress Standing Committee, were in attendance. Seven members of the Beijing Municipal Committee, including Jin Wei, Sun Junmin, Zhao Lei, Yu Yingjie, Zhu Jun, Tan Xuxiang, and Ma Jun, exchanged views during the meeting.

Notably, Xia Linmao, the Deputy Secretary and Executive Deputy Mayor of the Beijing Municipal Committee, did not appear on the list of attendees mentioned in the report.

When Beijing TV reported on this news, it was done through a textual broadcast without showing any footage from the meeting.

Investigations by Epoch Times reporters found that since the beginning of 2026, Yin Li, the Secretary of the Beijing Municipal Committee, had presided over six meetings of the party’s theoretical study center on January 7, February 11, February 24, April 1, April 9, and May 13. Official reports indicate that Xia Linmao participated in the discussions during the previous five meetings but did not speak at the meeting on May 13.

According to official reports, on April 24, 2026, a meeting was held in Beijing to report on the work of the major leaders of the Beijing-Tianjin-Hebei Party and Government. Xia Linmao, the Deputy Secretary and Executive Deputy Mayor of the Beijing Municipal Committee, chaired and reported on the meeting. Following this event, Xia Linmao has not made any public appearances from April 25 to May 13, 2026, remaining unaccounted for for 19 days.

Various speculations about Xia Linmao have been circulating on overseas networks, but none have been officially confirmed.

Based on his public resume, Xia Linmao, born in May 1970 in Jianhu County, Jiangsu Province, originally from Shaanxi, graduated from the Water Conservancy Department of Tsinghua University. He has held various positions in the Beijing municipal government, including Director of the Beijing City Planning Commission, Deputy Director of the Fangshan Sub-bureau of the Beijing City Planning Commission, Secretary of the Party Committee, Director of the Bureau, and Secretary of the Party Committee and Director of the Chaoyang Sub-bureau of the Beijing City Planning Commission.

During Liu Qi’s tenure as a member of the Political Bureau of the Communist Party of China and Secretary of the Beijing Municipal Committee from October 2002 to July 2012, Xia Linmao was promoted to Deputy Director of the Beijing City Planning Commission (First Commission Office) in 2008; in 2010, he became Deputy Director of the Beijing Municipal Office and Director of the Municipal Committee’s Inspection Office, serving as Liu Qi’s chief secretary; in 2011, he was appointed Deputy Secretary and District Mayor of the Shijingshan District Committee of the Beijing Municipal Committee.

When Cai Qi served as Secretary of the Beijing Municipal Committee from May 2017 to November 2022, Xia Linmao was appointed as the Secretary of Miyun District in May 2017, transferred to Dongcheng District in January 2019, and promoted to Deputy Secretary of the Communist Party of China Beijing Municipal Committee and Education Work Committee Secretary in February 2021.

Following the 20th National Congress of the Communist Party of China in October 2022, Cai Qi was promoted to a member of the Political Bureau Standing Committee and ranked as the first Secretary of the Central Secretariat. Xia Linmao was appointed Deputy Secretary of the Party Committee and Executive Deputy Mayor of the Beijing Municipal Government in January 2023.
