Former chairman of China Energy Construction Group, Fan Jixiang, has been prosecuted for enjoying special allowances.

Former chairman of China Electric Power Construction Corporation (CEPC) Fan Jixiang has been prosecuted recently for accepting bribes, having previously received special allowances from the State Council of the Chinese Communist Party. Fan Jixiang, who retired nine years ago, was investigated in January this year.

On October 14, the official website of the Supreme People’s Procuratorate of the Communist Party of China revealed that Fan Jixiang, former Deputy Secretary of the Party Committee and Chairman of China Electric Power Construction Group Co., Ltd., is accused of bribery and using his influence to accept bribes. The case has been designated for jurisdiction by the Nanchang Intermediate People’s Court in Jiangxi Province, initiated by the Nanchang People’s Procuratorate.

According to reports from the Supreme People’s Procuratorate’s website “Justice Net,” the Nanchang People’s Procuratorate alleges that Fan Jixiang exploited his positions as Director of the Seventh Engineering Bureau of China Hydropower, Deputy General Manager of China Hydropower Construction Group Co., Ltd., and other roles to seek benefits for others, illegally accepting a significant amount of property.

As a former state employee, Fan Jixiang is accused of utilizing the convenience provided by his previous official position to seek improper benefits for others through acts of other state employees, receiving a particularly significant amount of property.

The prosecution claims that Fan Jixiang should be held criminally responsible for bribery and using his influence to accept bribes.

Fan Jixiang was removed from office in January this year, nine years after his retirement.

Public records indicate that Fan Jixiang was born in 1954 in Zigong, Sichuan Province. He holds a graduate degree from the Party School of the Central Committee of the Communist Party of China and obtained a master’s degree from Guanghua School of Management at Peking University from 2008 to 2010. He was a member of the 12th National Committee of the Chinese People’s Political Consultative Conference, enjoying special allowances from the State Council of the government, and was also a specially-appointed expert in the talent pool of the National Committee of the Chinese People’s Political Consultative Conference.

Fan Jixiang previously served as Vice Director and Chief Economist, as well as Director, of the Seventh Engineering Bureau of China Hydropower.

Starting from March 2006, Fan Jixiang held positions as General Manager and Deputy Secretary of the Party Committee at China Hydropower Construction Group Co., Ltd. In September 2011, China Electric Power Construction Group Co., Ltd. was established, with Fan Jixiang appointed as the Chairman (legal representative) of the group.

According to the official website of China Electric Power Construction Group, the company was formed by restructuring on the basis of 14 provincial (district, municipal) survey design, construction, and equipment manufacturing enterprises previously belonging to China Hydropower Construction Group, China Hydropower Engineering Consulting Group, State Grid Corporation of China, and China Southern Power Grid Co., Ltd., approved by the State Council in September 2011, to operate internationally as a comprehensive mega central enterprise.

In December 2014, China Electric Power Construction announced that Fan Jixiang, due to age reasons, requested to resign from the positions of Chairman of the second session of the Board of Directors, Director, and other related positions. In January 2015, the State-owned Assets Supervision and Administration Commission of the State Council informed about the change in Fan Jixiang’s positions and relieved him of the duties as Chairman and Director of China Electric Power Construction Group Co., Ltd.
