Former Chinese Counterterrorism Commissioner Liu Yuejin Arrested for Possessing Classified Documents

Former Assistant Minister of Public Security and former Director of the Anti-Drug Bureau of the Chinese Communist Party, Liu Yuejin, was reported to have been arrested six months after falling from power.

According to a report from the Supreme People’s Procuratorate on September 24, Liu Yuejin was arrested on suspicion of bribery. The case is currently under further investigation.

Public records show that 65-year-old Liu Yuejin, a native of Ningyuan, Hunan Province, graduated with a degree in criminal investigation from the Southwest University of Political Science and Law before being assigned to the Tianjin Public Security Bureau. He has held various positions such as Director of the Criminal Investigation Department of the Municipal Public Security Bureau, Deputy Director of the Municipal Public Security Bureau, and Deputy Director of the Municipal Public Security Bureau concurrently serving as Director of the Criminal Investigation Bureau. In 2001, Liu Yuejin was transferred to work at the Ministry of Public Security, where he served as Director of the Office of the Ministry of Public Security, Deputy Director, and Director (bureau-level) of the Anti-Drug Bureau.

During his tenure as Director of the Anti-Drug Bureau of the Ministry of Public Security, Liu Yuejin was in charge of the “Mekong River 10.5 Case.” Subsequently, Liu Yuejin shifted his focus to counter-terrorism.

In November 2014, Liu Yuejin was appointed as a member of the Party Committee of the Ministry of Public Security and also served as Assistant Minister. In May 2015, Liu Yuejin was appointed Deputy Director of the National Narcotics Control Commission of the Communist Party of China and concurrently served as Director of the Office of the National Narcotics Control Commission. In December of the same year, he became the first and only Commissioner for Counter-Terrorism of the Ministry of Public Security of the Communist Party of China, rising to the level of Deputy Minister.

In June 2020, Liu Yuejin was removed from his positions as Commissioner for Counter-Terrorism and member of the Party Committee. On March 18 this year, Liu Yuejin was officially announced to have fallen from power.

According to a report from the Discipline Inspection Commission on September 11, Liu Yuejin was expelled from the Party for serious violations of discipline and law, including privately retaining classified documents and illegally accepting large sums of money. He has been deprived of his Party membership, benefits, and has been referred to the procuratorial authorities for investigation and prosecution.
