Hangzhou Metro Group Chairman Ming Gang turned himself in on July 17, 2026. Since the beginning of 2026, over 30 officials in Hangzhou have been implicated in corruption cases, including four at the department-level. Over the past year, there have been successive changes in leadership positions including the Party Secretary, Mayor, and Discipline Inspection Secretary in Hangzhou. The newly appointed Discipline Inspection Secretary, Ye Huaiguan, had previously conducted a thorough cleanup of the government in Ningbo.
On July 17, 2026, according to the official website of the Central Commission for Discipline Inspection of the Communist Party of China, Ming Gang, the Party Secretary and Chairman of Hangzhou Metro Group Limited, voluntarily surrendered himself for serious disciplinary violations and is currently under disciplinary review and investigation by the Hangzhou Discipline Inspection Commission.
Ming Gang, born in September 1979 in Huai’an, Jiangsu Province, previously served as the Minister of Engineering No. 2 Department of Hangzhou Metro Group, Party Committee member and Deputy General Manager of Hangzhou Metro Group, Chairman of Hangzhou Metro Development Corporation, Vice Secretary of the Party Committee and General Manager of Hangzhou Metro, and finally took up the position of Party Secretary and Chairman of Hangzhou Metro Group in January 2026.
Ming Gang is the second Chairman of Hangzhou Metro Group to turn himself in while in office in the past four years.
In May 2022, the then-Party Secretary and Chairman of Hangzhou Metro Group, Shao Jianming, also turned himself in. In September 2022, he was expelled from the Communist Party and dismissed from public office, and transferred to judicial authorities.
Hangzhou Metro Group is a state-owned enterprise directly under the Hangzhou Municipal Government, established on August 22, 2002, with a registered capital of 114.17 billion yuan. It is a large state-owned enterprise engaged in the construction, operation, management, and property development of rail transit projects in Hangzhou.
According to reports from the Zhejiang Province and Hangzhou Discipline Inspection Commission, more than 30 officials in Hangzhou have been implicated in corruption cases since the beginning of 2026. In addition to Ming Gang, Chairman of Hangzhou Metro Group, three other department-level officials in Hangzhou are under investigation.
Furthermore, officials who have fallen from grace in Hangzhou in the past month include Wu Wei, a member of the Gongshu District Political Consultative Conference and Deputy Chairman, who was apprehended on June 11, 2026. Wu Wei, born in December 1967 in Shaoxing, Zhejiang Province, previously served as the Director of the Development and Reform Commission of Gongshu District in Hangzhou.
Li Hongliang, the Party Secretary and Chairman of Hangzhou Urban Construction Investment Group, was arrested on March 30, 2026. Li Hongliang, born in August 1968 in Yuhang, Hangzhou, previously held positions such as Party Secretary and Director of the Development and Reform Commission of Yuhang District, Deputy District Mayor of Yuhang District, and Chairman of Qiandaohu Original Water Co., Ltd. In September 2022, he became the Chairman of Hangzhou Urban Construction Investment Group.
Li Guangyu, a member of the Party group and Deputy Director of the Hangzhou Transportation Bureau, was arrested on March 18, 2026. Li Guangyu, born in September 1972, previously held positions such as Party Secretary and Director of the Urban Infrastructure Construction Development Center in Hangzhou and Deputy Director of the Urban Infrastructure Construction Management Center in Hangzhou. In October 2024, he became the Deputy Director of the Hangzhou Transportation Bureau.

Sun Yong, Executive Director and General Manager of Hangzhou Fuyang State-owned Capital Operation Holding Group (July 16, 2026);
Zhang Rong, Deputy Squadron Leader of Linshui Law Enforcement Squadron, Xiaoshan District, Hangzhou (July 15, 2026);
Dong Quanhai, Level 2 Researcher of the Labor Union of Fuyang District, Hangzhou (July 14, 2026);
Wu Zhiqing, former member of the Party Working Committee and Deputy Director of the Management Committee of Bai Mahu Creative Ecological City (July 2, 2026);
Feng Huichao, Deputy Secretary of the Disciplinary Committee of Jiande Municipal Committee (June 29, 2026);
He Yufu, former Party Secretary and Director of the Housing and Urban-Rural Development Bureau of Chun’an County (June 16, 2026);
Zhao Zhanghua, former Deputy General Manager of Hangzhou Road and Bridge Group (June 10, 2026).
Hangzhou is the capital of Zhejiang Province and a sub-provincial city. Xi Jinping’s close associate and Politburo Standing Committee member Cai Qi previously served as the Mayor of Hangzhou. Politburo member Huang Kunming, current Mayor of Shanghai Gong Zheng, and current Secretary of the Shaanxi Provincial Committee Zhao Yide have all served as Party Secretary of Hangzhou.
It is noteworthy that in the past year, with the ongoing cleansing of the official ranks in Hangzhou, there have been successive changes in high-level personnel.
According to official reports, Du Xuliang was appointed Deputy Mayor and Acting Mayor of Hangzhou on May 25, 2026, and officially became the Mayor on June 26, 2026. Du Xuliang is a local official from Zhejiang and previously served as the Director of the Zhejiang Provincial Development and Reform Commission.
Yao Gaoyuan stepped down as Mayor of Hangzhou in April 2026, and was appointed a member of the Zhejiang Provincial Government Party group, and on May 28, 2026, he became the Deputy Governor of Zhejiang Province.
In April 2025, Liu Fei, Minister of the Organization Department of the Yunnan Provincial Committee, was appointed member of the Standing Committee of the Zhejiang Provincial Committee and Party Secretary of Hangzhou. Former Party Secretary of Hangzhou Liu Jie was appointed Party group secretary and Acting Governor of Zhejiang Province in December 2024, and officially became the Governor of Zhejiang Province in January 2025.
In October 2025, the Secretary of the Ningbo Municipal Committee and Discipline Inspection Secretary Ye Huaiguan was transferred to the Standing Committee of the Hangzhou Municipal Committee and appointed Discipline Inspection Secretary. The former Standing Committee member and Discipline Inspection Secretary of Hangzhou Municipal Committee, Chen Yixing, was transferred to become the Deputy Secretary and Deputy Director of the Standing Committee of the Hangzhou Municipal People’s Congress.
Ye Huaiguan had long served in the Zhejiang Discipline Inspection system, previously holding positions such as Deputy Director of the Zhejiang Supervision Department, Standing Committee member of the Zhejiang Discipline Inspection Commission, and Secretary-General of the Zhejiang Discipline Inspection Commission. After being transferred to the Ningbo Municipal Committee as Discipline Inspection Secretary in January 2022, he made significant efforts in cleaning up the officialdom in Ningbo.
A few months before Ye Huaiguan’s transfer, from June to August 2025, several officials were successively investigated in Ningbo, including Xu Zhenmin, Party Secretary and Director of the Ninghai County People’s Congress, Zhang Fulin, member of the Party Committee and Deputy General Manager of Ningbo Rail Transit Group, Gu Guofang, former Party Secretary and Director of the Standing Committee of Zhenhai District People’s Congress, and Chen Zhaohua, former Chairman of the Political Consultative Conference of Beilun District in Ningbo.
