“Chongqing ‘Sam Pack Brother’ Abuse Dog Incident Sparks Protests, Multiple People Arrested”

In Chongqing, a man has been exposed for fraudulently adopting pet dogs through the internet, cruelly killing them, and then making profit by posting videos of the acts, sparking protests from animal rights activists. The Chinese authorities dispatched police to violently suppress the protests, leading to multiple arrests.

According to reports from mainland Chinese media, the man, Li Meng, who was jokingly referred to as “Sam’s Packaging Brother” by netizens for repeatedly lining up for food samples at Sam’s Club and taking them away in his own containers, deceived trust by providing false information such as “stable family, experienced in pet care,” and adopted multiple young cats and dogs for free, allegedly subjecting these animals to abuse. The incident continues to escalate.

Netizens revealed that Li Meng adopted a litter of puppies rescued from the community. However, he cruelly killed the mother dog first, then brought the puppies back to his balcony to torture them. In one day, he killed one mother dog, three puppies, and one kitten, all documented with videos as evidence. He abused the puppies and then posted the videos online for profit. Larger or purebred dogs were sold for money.

On June 8, a large number of animal rights activists gathered to protest in the residential area where he lived. Local police suppressed the protesters and took the man indoors for “protection” under the excuse of “questioning.”

Videos from the scene showed Li Meng sitting indoors alone, using air conditioning and scrolling on his phone, while police turned a blind eye.

Another video showed a large group of protesters holding up banners protesting on site, with dozens of police and SWAT teams on guard.

That night, a police officer shouted at the protesters, claiming that they had conducted a 10-minute search at Li’s home and found no dogs, asserting that “leadership takes this matter very seriously” and “has initiated an investigation,” but the protesters on site were not convinced, suspecting that the police were trying to brush off the situation.

On June 9, clashes escalated at the protest site, with police and plainclothes officers arresting protesters and forcefully pushing them to the ground.

Multiple officers forcibly dragged and carried away a woman, while several officers formed a circle and intentionally held up black umbrellas to block the view of the camera.

As of the early morning of June 10, protesters had not dispersed, demanding the release of those arrested and declaring, “Today you have beaten a hundred people, tonight there will be five hundred people; if you dare to beat five hundred people today, tomorrow there will be five thousand people.” (video link)

Netizens revealed that people of all ages and backgrounds were present at the scene, with many volunteers flying in from other regions to join the protest.

On June 9, the Daishi Dam Street Office of the Liangjiang New Area Government in Chongqing issued a situation report stating that residents reported on June 7 that Li, a 39-year-old male in the jurisdiction, had harmed dogs. Currently, the public security authorities have filed a case and launched an investigation against Li. The three puppies at Li’s home have been safely taken to a caring pet hospital and an animal shelter for treatment and fostering.

In November 2024, Li Meng gained notoriety for repeatedly queuing up for food samples at a Sam’s Club in Chongqing, using his own container to take them away, leading to him being mockingly called “Packaging Brother.” When store staff tried to intervene, he even splashed packaged soup at them. The incident went viral, and Sam’s Club reported the matter to the police.
