On August 10, 2026, Wu Bin, former Party Secretary and Director of the Eco-Environment Bureau of the Second Division of the Xinjiang Production and Construction Corps, was placed under investigation. Following the fall of Ma Xingrui, a member of the Political Bureau of the Communist Party of China and former Secretary of the Xinjiang Party Committee, Xinjiang Production and Construction Corps officials have been continuously investigated and removed.
The Central Commission for Discipline Inspection of the Chinese Communist Party and the National Supervisory Commission’s website reported on August 10, 2026, that Wu Bin, former Party Secretary and Director of the Eco-Environment Bureau of the Xinjiang Production and Construction Corps, is suspected of serious violations of discipline and law and is under investigation.
Wu Bin, born in March 1970, is a Han nationality woman with a Ph.D. in Engineering and is a senior engineer. She has held various positions in different companies before joining the Xinjiang Production and Construction Corps in 2016. She has served in leadership roles such as Party Secretary, Executive Vice President, General Manager, and Chairman in various Xinjiang Tianye companies.
In September 2016, Wu Bin transferred to the Xinjiang Production and Construction Corps and served as Deputy Secretary of the Party Committee and Executive Deputy Division Commander of the Second Division. She gradually rose through the ranks and eventually became the Party Secretary and Political Commissar of the Second Division.
Ma Xingrui assumed the role of Secretary of the Xinjiang Autonomous Region Party Committee and concurrently served as the First Political Commissar of the Xinjiang Production and Construction Corps. In January 2023, Wu Bin was relocated to the Eco-Environment Bureau of the Xinjiang Production and Construction Corps and was appointed as the Deputy Director of the Xinjiang Autonomous Region’s Department of Eco-Environment in 2024.
In December 2025, Wu Bin was interviewed by the “Corps Daily,” but since then, she has not made any public appearances in the media. In May 2026, the official website of the Eco-Environment Bureau of the Xinjiang Production and Construction Corps announced that Wu Bin no longer held the positions of Party Secretary and Director, and she was succeeded by Wu Dang.
Before his dismissal, Ma Xingrui underwent a two-and-a-half-month inspection by the 13th Central Inspection Team of the Communist Party of China in Xinjiang from mid-April to the end of June 2025. Subsequently, in July 2025, Ma Xingrui was relieved of his position as the Secretary of the Xinjiang Party Committee and was officially placed under investigation on April 3, 2026.
Following the dismissal and investigation of Ma Xingrui, more than ten officials in Xinjiang, including Li Xu, Deputy Commander of the Production and Construction Corps, Zhao Laijiang, former Deputy Division Commander of the Twelfth Division, Ruan Boping, former Deputy Division Commander of the Second Division, and Wang Shengping, former Political Commissar of the Tenth Division, have been investigated.
Established in 1954, the Xinjiang Production and Construction Corps is the last existing production and construction corps implementing the “integration of military, political, and business” in China. It is a special organization at the provincial level, consisting of 15 divisions (including one construction engineering division) and 185 agricultural and pastoral farms (including 11 construction engineering farms).
