Former Deputy Secretary of the Party Committee and former President of the China Development Bank (CDB), Ouyang Weimin, was investigated three years after his retirement. During his tenure as Vice Governor of Guangdong, he served as the deputy to Ma Xingrui, the former Governor of Guangdong. It is reported that Ouyang Weimin’s issues also involve Wang Qishan, the former Secretary of the Central Commission for Discipline Inspection, and his associates Dong Hong and Zhou Liang, who have since been removed from their positions.
The website of the Central Commission for Discipline Inspection of the Communist Party of China (CPC) and the National Supervisory Commission announced the investigation of Ouyang Weimin yesterday (19th).
Ouyang Weimin, 63, hails from Hengyang, Hunan, born in January 1963. He has a long history of working in the financial sector, starting in 1991 at the People’s Bank of China and serving for 20 years. He also held the position of Director of the Anti-Money Laundering Monitoring and Analysis Center of the CPC.
From 2007 to 2011, he was the Director of the Payment and Settlement Department of the People’s Bank of China. In 2011, he became the Vice Mayor of Guangzhou City in Guangdong Province, and subsequently held positions such as member of the Guangzhou Municipal Committee, Secretary of Zengcheng District Committee, Executive Vice Mayor of Guangzhou, and Deputy Secretary of the Guangzhou Municipal Committee. In 2018, he became the Vice Governor of Guangdong Province, overseeing areas such as commerce, ports, free trade, Hong Kong and Macao affairs, and finance.
During his tenure in Guangdong, Ouyang Weimin worked as the deputy to Ma Xingrui, the former Governor of Guangdong who has also been investigated.
After his time in Guangdong, Ouyang Weimin returned to the financial sector and served as the Deputy Secretary of the Party Committee and President of the CDB in 2019 until his retirement in February 2023. After retiring, Ouyang Weimin reportedly attended public events as the Vice President of the China Financial Association.
Due to the case of Ma Xingrui involving several of his former Guangdong subordinates, including Guo Yonghang, the Vice Chairman of the Guangdong Provincial Political Consultative Conference, there are speculations that Ouyang Weimin’s issues may be related to Ma Xingrui. A report by Cai Xin also indicates that Ouyang Weimin is connected to the cases of Dong Hong and Zhou Liang, who were formerly involved with Wang Qishan, the former Secretary of the Central Commission for Discipline Inspection.
According to insider information cited by Cai Xin, Ouyang Weimin’s career trajectory later allegedly involved assistance from Zhou Liang, a fellow Hunan native and former Vice Chairman of the China Banking Regulatory Commission. The clues leading to his involvement may also point to Dong Hong, the former Deputy Head of the Central Inspection Team who has been sentenced to death with reprieve.
