Japanese Media: Japan’s New Defense White Paper Focuses on the Expansion of Chinese Communist Forces

The latest news shows that the Japanese Ministry of Defense is set to release the 2026 edition of the “Defense White Paper,” which continues to position the Chinese Communist Party as the “biggest strategic challenge” facing Japan. Emphasizing the importance of strengthening security cooperation with allies and like-minded countries to enhance deterrence and response capabilities in order to maintain stability in the Indo-Pacific region. This statement reflects the Japanese government’s increasingly serious assessment of the regional security situation in recent years.

According to summaries revealed by multiple Japanese media outlets, the White Paper highlights that the Chinese Communist Party has been advancing military modernization in recent years, leading to a rapid increase in its military capabilities. The report points out that Chinese aircraft carriers’ activities in the waters surrounding Japan have become increasingly frequent, along with continuous large-scale military exercises near Taiwan.

The White Paper specifically mentions an incident in December 2025 where Chinese fighter jets repeatedly locked onto Japanese Self-Defense Force aircraft with fire-control radars, highlighting the rising risks of military encounters between China and Japan and further intensifying regional security concerns.

The Japanese government has repeatedly emphasized the significance of peace and stability in the Taiwan Strait for Japan’s security and the international community. With the continuous expansion of Chinese military activities, Japan is accelerating the strengthening of defense deployments in the southwest direction and deepening security cooperation with partner countries such as the United States.

In addition to concerns about the Chinese factor, the White Paper also expresses worries about the deepening military cooperation between North Korea and Russia. The report suggests that such cooperation could enhance North Korea’s military capabilities in the medium to long term, further exacerbating the uncertainty in the security situation in Northeast Asia.

In recent years, relations between North Korea and Russia have been warming up. The Japanese government is concerned that this cooperation may not only involve traditional weapons but also extend to missiles, satellites, and other military technology fields, posing new challenges to the regional security environment.

Furthermore, the 2026 edition of the White Paper includes an analysis of future forms of warfare, focusing on the application of drones and artificial intelligence (AI) on the modern battlefield.

Citing the experience of the Russia-Ukraine war, the report points out that the widespread use of low-cost drones and the acceleration of artificial intelligence in intelligence processing and decision-making processes are changing the nature of modern warfare. The White Paper believes that in the face of potential long-term conflicts, countries must focus on maintaining continuous operational capabilities and logistics support systems to maintain overall combat effectiveness on the battlefield.

The Japanese government is currently advancing the review of national defense strategy, expecting to revise the three security documents, including the “National Security Strategy” established in 2022, within the year to address rapidly changing security environments.

The White Paper also emphasizes the importance of strengthening Japan’s defense industry infrastructure. The report indicates that jointly using and maintaining defense equipment with allies and like-minded countries will help enhance mutual support capabilities and overall deterrence.

This aligns with Japan’s recent adjustment in defense equipment export policies. The Japanese government has gradually relaxed some restrictions on defense equipment exports, hoping to enhance joint operational capabilities through enhanced equipment interoperability and industry cooperation with partner countries, further deepening regional security cooperation.

To enhance the public’s understanding of security issues, the Japanese Ministry of Defense will introduce short videos and simplified versions of brochures for the first time this year to interpret the contents of the “Defense White Paper” in a more accessible and understandable manner.

The “Defense White Paper” is one of Japan’s most important defense policy documents, compiled by the Ministry of Defense each year and submitted for cabinet deliberation. Its contents cover assessments of international security situations, Self-Defense Force construction plans, and key defense policy points, providing an essential window to observe Japan’s security strategy.

According to the Japanese government’s plan, the 2026 edition of the “Defense White Paper” is expected to be submitted for cabinet meeting deliberation this summer.
