China Ordnance Group Continues to Be Purged, Senior Executive Yan Zenghui Ousted

On July 29, 2026, Yan Zenghui, the deputy general manager of Huajin Corporation, a subsidiary of China Weapons Industrial Group (Ordnance Industry Group), was detained. In the past three years, nearly ten senior executives of the Ordnance Industry Group have been investigated. The former chairman of the Ordnance Industry Group, Liu Shiquan, had his membership of the National Committee of the Chinese People’s Political Consultative Conference revoked in December 2023, while the whereabouts of the former general manager Liu Dashan remain unknown.

According to the official website of the Central Commission for Discipline Inspection of the Communist Party of China and the National Supervisory Commission on July 29, 2026, Yan Zenghui, the deputy general manager of Huajin Corporation, is under investigation for alleged serious violations of discipline and laws.

Yan Zenghui, born in May 1973, is a member of the Communist Party of China, holds a Master’s degree in Business Administration, and is a senior engineer. He previously served as the assistant general manager of North Huajin Chemical Industry Group Co., Ltd, general manager and deputy secretary of the party committee of Jinxit Natural Gas Chemical Co., Ltd, and from May to October 2020, he was transferred to the position of deputy general manager of Huajin Corporation. Later, he also served as the vice president of Huajin Amei Petrochemical Co., Ltd. and North Huajin Joint Petrochemical Co., Ltd. In September 2025, he was reappointed as the deputy general manager of Huajin Corporation, with his term ending in May 2027.

Huajin Corporation, a listed company controlled by North Huajin Chemical Industry Group Co., Ltd, a subsidiary of China Weapons Industrial Group, serves as a platform for the development of the petroleum and fine chemical industries within the Ordnance Industry Group, specializing in petrochemicals and chemical fertilizers.

The Ordnance Industry Group has seen several high-level investigations in recent years. On December 13, 2025, Xia Bin, the former director of Harbin First Machinery Group Co., Ltd, a subsidiary of the Ordnance Industry Group, was also investigated.

In addition to Yan Zenghui, other executives including Hu Keyu, the deputy general manager of Zhenhua Petroleum Holdings Co., Ltd, were detained on December 7, 2025. Established in 2003, Zhenhua Petroleum is affiliated with the China Weapons Industrial Group’s China North Industries Group.

Furthermore, on April 30, 2025, Wang Jian, the assistant general manager and chief quality officer of Qiqihar Heping Heavy Industries Group Co., Ltd, under the Ordnance Industry Group, was investigated.

These incidents follow the dismissal of several other high-ranking officials within the Ordnance Industry Group in recent years, illustrating a broader anti-corruption campaign within the organization.

The Ordnance Industry Group is the only defense enterprise in China that provides weapon equipment and technical support services to the army, navy, air force, rocket force, information support units, and armed police. In addition to supplying main battle equipment such as tanks, armored vehicles, long-range suppression, and air defense missiles to the army, the group also provides strategic and fundamental products like intelligent ammunition, optoelectronic information, and destructive technology to various military branches.

Over the past twenty years, the Ordnance Industry Group has seen several changes in leadership. Former general managers include Ma Zhigeng, Zhang Guoqing, Jiao Kaihe, Wen Gang, Liu Dashan, and Ma Yunshan.

The establishment of a board of directors in the Ordnance Industry Group in May 2013 marked a new governance structure. The board has been chaired by individuals such as Yin Jiaxu, Wen Gang, Jiao Kaihe, Liu Shiquan, Cheng Fubo, and currently Zhou Zhiping.

The reshuffling of leadership positions in 2025 saw both the general manager and chairman of the Ordnance Industry Group replaced. Former general manager Liu Dashan’s sudden departure raised questions, especially after his absence from the group’s annual work meeting in January 2025 and a New Year’s Eve event.

The Ordnance Industry Group has experienced a wave of investigations targeting past and present executives. Former chairman Liu Shiquan had his membership revoked, highlighting the ongoing efforts to root out corruption within the organization.

One notable figure connected to the Ordnance Industry Group is current member of the Communist Party’s Politburo and Vice Premier of the State Council, Zhang Guoqing. Zhang’s long-standing career within the military-industrial complex has been marked by various high-ranking roles.

Zhang began his career in the defense industry at China North Industries Corporation and steadily rose through the ranks to become the president of the company. He later transitioned to the Ordnance Industry Group, where he assumed several key leadership positions. His partnership with other top officials within the group underscores his influential role.

In 2013, Zhang was reassigned to political positions within the Communist Party, subsequently holding roles in various provinces and municipal governments before being appointed as a Vice Premier of the State Council. His career trajectory highlights the intricate connections between the military-industrial complex and political leadership in China.
