Sichuan Mianyang Official Falls from Horse in Key Chinese Military Industrial Base

In the southwestern Chinese city of Mianyang, known as the “Chinese Science and Technology City,” it serves as a key defense industry, research production base, and electronic information industrial base for the Communist Party of China. Throughout this year, several officials from Mianyang have been investigated and removed from their positions, including two born in the 1980s.

According to the Sichuan Provincial Commission for Discipline Inspection’s website on October 17, Tang Xiaochun, a member of the specialized trial committee of the Intermediate People’s Court of Liangshan Prefecture and a senior third-grade judge, is under investigation.

Tang Xiaochun, born in January 1981 in Mianyang, Sichuan, holds a master’s degree and joined the Communist Party in October 2006. He has worked in prosecutor’s offices and courts at the municipal level in Tianjin, Mianyang, and Xinjiang, and also held positions such as Deputy County Chief and Deputy Secretary in Liangshan Prefecture, Mianyang, and Zepu, Xinjiang.

On October 15, Lan Xiaosong, Vice General Manager of Mianyang Road Bridge Construction Co., Ltd., was investigated for “serious violations of duty” during his tenure.

Lan Xiaosong, born in October 1981 in Mianyang, Sichuan, holds a bachelor’s degree and previously served as the Director of the Project Operation Department, Branch Secretary, and Manager (also) at Mianyang Road Bridge Construction Co., Ltd.

On September 23, Zhong Lehai, former Party Secretary of Mianyang Vocational and Technical College, who retired a year ago, was also investigated.

Zhong Lehai, originally from Guang’an, Sichuan, held various positions such as Deputy Director of the Computer Science Department at Sichuan Normal University, Branch Secretary of the Party Committee, Vice Dean of the Computer College at West China Normal University, Deputy County Chief in Liangshan Prefecture of Mianyang, Deputy Secretary of the Municipal Government in Mianyang, and served as the Party Secretary of Mianyang Vocational and Technical College from July 2015 until his retirement in May 2023.

On September 6, He Gang, a Senior Officer at the level of Director in the Youxian High-tech Industrial Park of Mianyang, voluntarily surrendered and accepted an investigation.

He Gang has long worked in the Youxian district, holding positions such as Deputy Director of the Development and Reform Bureau and Director of the Economic Development Bureau and Finance Bureau at the Youxian High-tech Industrial Park.

On July 19, Zou Jingsong, a member of the Party Group and Party Committee Secretary of the Mianyang Bureau of Veterans Affairs, was also under investigation.

Zou Jingsong, born in June 1970 in Mianyang, previously held positions such as Director of the Office and Training Center at the Civil Aviation Administration of Mianyang, Chief of the Policy and Regulations Division at the Construction Bureau, and Secretary of the Party Committee Office and Committee Member at the Housing and Urban-Rural Development Bureau of Mianyang.

On July 14, Cheng Li, former Party Secretary of the Education and Sports Bureau of Mianyang, was investigated three years after retiring.

Cheng Li, who served in the military, previously held positions as a Committee Member of the Party Group and Party Committee Secretary at the Mianyang Social Security Bureau, Committee Member and Party Committee Secretary at the Education and Sports Bureau in Mianyang, a Second-level Researcher at the Education and Sports Bureau, and retired in November 2020.

On July 4, Li Handong, Chairman of the Mianyang Airport, was investigated. The 58-year-old Li Handong had served in the military and held various positions after retiring from active duty in March 2006, including Deputy Director of the Civil Aviation Administration of Mianyang and Secretary of the Party Committee and Chairman of Mianyang Airport (Group) Co., Ltd.

On June 3, Yan Liwei, former Deputy General Manager of Mianyang Water Affairs (Group) Co., Ltd., was found to have violated discipline and was dismissed in July.

Yan Liwei, born in Mianyang, worked at Mianyang Water Company and Mianyang Urban Water Supply Development Company.

On February 29, Yuan Ming, a member of the Party Group and Deputy Director of the Standing Committee of the Mianyang Municipal People’s Congress, accepted an investigation.

Yuan Ming previously worked at the Mianyang Daily, transferred to the Mianyang Municipal Party Committee Office in October 1995, held positions such as Director of the Office, Secretary of the Yanting County Party Committee, Secretary of the Party Group and Director of the Development and Reform Commission in Mianyang, Deputy Secretary and Deputy Mayor of the People’s Government in Mianyang, and Deputy Director of the Standing Committee of the Municipal People’s Congress.

As Mianyang serves as China’s Science and Technology City and a critical defense industry, research production base, and electronic information industrial base for the Communist Party, it hosts 18 large military scientific research institutions, with the China Academy of Engineering Physics being a prominent representative. Political commentator Li Yanming told The Epoch Times that Jiang Mianheng, the son of former CCP leader Jiang Zemin, served as Vice President of the Chinese Academy of Sciences for an extended period, overseeing high-tech research and deeply involved in Communist Party’s aerospace technology and other defense industries. The downfall of several local officials in Mianyang may be related to Xi Jinping’s administration’s thorough cleansing of the Jiang family’s vested interests in the military-industrial complex.
