On July 16, 2026, the US Department of Homeland Security (DHS) officially announced a “final rule” regarding changes to non-immigrant visas. As soon as the new rule was released, it triggered a seismic shift in the US higher education, technology, and international student communities.
Many seasoned immigration experts and US media lamented that this is the most significant, stringent, and disruptive reform the US has made to student visas (F-1), exchange visitor visas (J-1), and media visas (I-1) in nearly half a century.
At the core of this reform is the US government’s decision to completely abolish the decades-old “Duration of Status” (D/S) system for entry permits, shifting towards a “Fixed Stay Period Limitation” system.
