Taiwan and the United States are reportedly close to reaching a trade agreement regarding tariffs. The Taiwan Executive Yuan’s Office of Trade Negotiations (OTN) stated today that both sides have reached a general consensus on the relevant issues and are currently discussing the schedule for a concluding meeting. Once confirmed, they will provide external explanations and announce the main contents of the agreement.
The OTN released a press release today stating that the goal of the Taiwan-US tariff negotiations has always been to seek a reduction in reciprocal tariffs without overlap, as well as to secure preferential treatment for semiconductor-related products under Section 232 and other items. There is a general consensus between Taiwan and the US on these issues, and discussions are ongoing regarding the timing of a concluding meeting, with plans to provide public updates afterward.
Following the 5th round of in-person meetings between Taiwan and the US, Taiwan has engaged in video conferences and exchanged written documents to negotiate supply chain cooperation with the US Department of Commerce under the “Taiwan Model.” Taiwan has requested assistance from the US in areas such as land acquisition, utilities, visas, and administrative facilitation to create a favorable investment environment for Taiwanese businesses. Additionally, ongoing exchanges of documents with the US Trade Representative’s Office have resulted in a certain level of agreement on the future content of the Taiwan-US trade agreement.
The OTN mentioned that following the concluding meeting between Taiwan and the US, both parties will publicly announce the main contents of the agreement. The government will also provide a comprehensive explanation of the negotiations and agreement to the parliament and society, and will submit the complete text of the agreement and its impact assessment to the parliament for review in accordance with legal procedures.
Previously, the OTN stated that the Taiwan-US negotiations from April to the end of July 2025 constituted the first stage, with multiple rounds of discussions between Taiwan and the US Trade Representative’s Office and the Department of Commerce on issues such as tariffs, non-tariff trade barriers, trade facilitation, economic security, expanding procurement, and supply chain cooperation. Starting in August, the second stage began, with Taiwan primarily negotiating supply chain cooperation with the US Department of Commerce under the “Taiwan Model” and continuing to push for a reduction in reciprocal tariffs without overlap, a favorable tariff model for future Section 232 semiconductors and related products, as well as preferential treatment for other Section 232 items.
