Disappearance of Lawyer Peng Jing Suspected of Involvement in Corruption Case Involving Multiple Chongqing Officials

A recent report stated that Peng Jing, a member of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and founding partner of the Chongqing Jingsheng Law Firm, has gone missing. It is reported that she has been taken away by relevant authorities in connection with a bribery case involving several prominent officials in Chongqing, including Hu Henghua.

Peng Jing was reportedly taken into custody by authorities on April 19, with her phone turned off and no reply on WeChat. It is alleged that she is suspected of being involved in a case of bribery and money laundering related to stablecoins.

At 58 years old, Peng Jing, originally from Sichuan and born in Xinjiang Kuitun, has been practicing law for nearly 38 years. In 1996, she founded the Chongqing Jingsheng Law Firm, serving as legal advisor for numerous government agencies and listed companies on a regular basis.

Known as a “Red-top Lawyer,” Peng Jing has been a member of the National Committee of the CPPCC for three terms, holding various official positions such as a special supervisory officer of the Supreme People’s Court of the Communist Party of China, director of the Chongqing Lawyers Association, and a recipient of the national honor of “National March 8th Red Flag Bearer.”

Peng Jing, who comes from a family with officials, allegedly obtained her law degree through unconventional means, as she did not graduate from Southwest University of Political Science and Law as claimed. Concerns about exposing her background were reportedly due to her father’s status.

Peng Jing’s brother, Xiao Ling, served as the head of the Chongqing Xinhua Bookstore Group for 16 years until his downfall in January 2024. However, it was disclosed that the investigation related to Peng Jing is not linked to her brother Xiao Ling’s case.

Reports suggest that lawyers from the law firm are not usually taken away by the discipline inspection committee. According to sources, “Peng Jing has an extensive network of relationships, and her cases involve too many people.”

In another development, Chongqing Mayor Hu Henghua was reported to be under investigation on March 20. Shortly after Hu’s investigation, Lin Xiucheng, known as the LED king and former Xiamen billionaire, was detained on March 21, suspected of involvement in the case of former Chongqing Mayor Hu Henghua. Hu Henghua had publicly supported various projects of Lin Xiucheng’s company, Sanan Optoelectronics.

Furthermore, on the evening of April 8, Sanan Optoelectronics announced that its Vice Chairman and General Manager Lin Kechuang had been placed under detention and investigation. Lin Kechuang is the son-in-law of Lin Xiucheng.

On April 17, Luo Lin, a member of the Standing Committee of the Chongqing Municipal Committee of the Communist Party of China and Secretary of the Liangjiang New Area Committee, was investigated. Luo Lin, born in April 1971 in Gulin, Sichuan, had long been involved in legal affairs in the Chongqing municipal government.

According to financial news reports, the downfall of Hu Henghua and Luo Lin is related to the bribery and money laundering involving stablecoins, in which Peng Jing allegedly played a crucial role by laundering money under the guise of receiving legal fees for others.

It was reported that Lin Kechuang allegedly transferred 30.8 million USDT to Hu Henghua, approximately 210 million yuan, with 10 million yuan designated as an exchange fee. After Hu Henghua’s investigation, the frozen wallet was controlled, leading authorities to trace the flow of funds in another six frozen wallets held by Lin Kechuang, including a transfer of 15.5 million USDT to Luo Lin.

Luo Lin was taken into custody on April 14, with a search conducted at his home on the evening of April 15, but the frozen wallet was not found. Later, authorities found Luo Lin’s frozen wallet at a third party’s residence, which reportedly belonged to Peng Jing, who had divorced earlier and had an unconventional relationship with Luo Lin.

Insiders in the financial sector in Chongqing revealed that several other officials who have been removed from their positions in Chongqing had close ties with Peng Jing.

On October 25, 2025, Jiang Duntao, Deputy Mayor of Chongqing, was investigated during his tenure. Jiang Duntao was responsible for planning, natural resource management, housing and urban-rural construction, urban management, big data application development, forestry, and other key areas during his time in Chongqing. The official announcement accused Jiang Duntao of “going against the requirements of high-quality development, seeking quick success and instant benefits, engaging in power-money exchanges, using his position for personal gain in engineering contracting, planning approval, and project construction, and illegally accepting huge sums of money.”

It was noted that Peng Jing had multiple intersections with Jiang Duntao regarding the construction of the “Western Land and Sea New Passage” in Chongqing. Jiang Duntao was accused of engaging in power-money exchanges during his tenure, while Peng Jing’s law firm handled numerous similar foreign-related government projects and large-scale legal advisory services for state-owned enterprises, even leading groups to sign major overseas capital contracts on behalf of the government.

In addition, Lu Kehua, the former Secretary of the Political and Legal Affairs Committee of Chongqing, was officially investigated in November 2024 for “using his position for personal gain and accepting huge bribes.”

Lu Kehua was in charge of the political and legal system in Chongqing and the Chongqing Lawyers Association at the time. On the morning of August 3, 2023, Lu Kehua, a Standing Committee member of the Municipal Party Committee and Secretary of the Political and Legal Affairs Commission, made a rare visit to the Jingsheng Law Firm founded by Peng Jing for research purposes.
