8-year-old Girl Falls into Unguarded Well in High-end Residential Area in Xi’an and Dies

Recently, in the Tian Di Yuan Long Lake Chunjiang Tianjing residential area in the High-tech Zone of Xi’an, Shaanxi Province, a tragic incident occurred involving a well, resulting in the unfortunate death of an 8-year-old girl. The parents of the girl purchased a property in the neighborhood two years ago for 4 million Chinese yuan. After the accident, the parents questioned why a high-end residential area like this would have a well without a cover and lacking safety measures such as a protective net inside the well.

On September 23, the girl’s mother began posting several videos online, stating that her 8-year-old daughter fell into the firefighting water well in the neighborhood and drowned on September 21. She mentioned that the well was about seven to eight meters deep, with no warning signs at the edge, just “two thin covers” over it at the time of the incident.

In the video captions, the woman also expressed that the property management of the residential area did nothing after the incident, failing to take any rescue measures such as immediate recovery.

According to the report by the Cover News, after the incident, the girl’s mother broke down in tears, crying out, “I bought this house for 4 million, in such a high-end neighborhood, why is there a well without a cover here!”

As reported by the Upstream News, on September 24, the girl’s father, Mr. Cheng, stated that his daughter fell into a deep well in the greenery of the neighborhood while playing downstairs that day. Mr. Cheng expressed confusion over the serious safety hazard in such a high-end residential area.

Mr. Cheng, 36 years old this year, is from Yuncheng, Shanxi Province. Both his company and business focus are in Beijing. To provide better education for his daughter, the family moved to Xi’an in 2021, purchasing a 190-square-meter apartment for over 4 million yuan, where they had lived for two years already.

Mr. Cheng mentioned that his daughter had finished her schoolwork in the morning, planning to attend a classmate’s birthday party in the same neighborhood in the afternoon. Since he and his wife needed to take another child for tutoring that day, they allowed their daughter to go by herself.

Around 8 p.m. that evening, the tragic news came. Mr. Cheng’s wife received a call from a parent in the neighborhood, informing her that their daughter had fallen into a well in the neighborhood. Several homeowners joined forces to help rescue the girl from the well, and after many efforts, they managed to bring her out for medical treatment. Around 1 a.m. the next day, the doctor informed Mr. Cheng that they had done their best.

On the evening of September 23, the family and homeowners spontaneously held a memorial service for the girl in the neighborhood.

At the scene, Mr. Cheng angrily questioned, “Why does the neighborhood have this well? Why is there no cover, just a few boards to cover it? Why is there no protective net in the well? Why is there no ladder?”

Mr. Cheng stated that after the incident, the property management approached him for mediation, but he refused any settlement, demanding only the criminal responsibility of those involved.

Mr. Cheng questioned how the neighborhood passed the acceptance inspection since they had lived there for two years, emphasizing the need to investigate how such a well was allowed to exist. He also questioned the developer, property management, and relevant authorities on their daily inspections and the presence of such a serious safety hazard in the neighborhood.

Within the homeowners’ group, some residents mentioned that they had previously reported similar safety hazards to the property management a year ago.
