The original design concept of the Zircon missile was as an anti-ship missile, intended for targeting large surface vessels. However, following the outbreak of the Russo-Ukrainian war, the Black Sea Fleet found itself retreating under pressure from the Ukrainian forces. As a result, the Russian military forcibly repurposed the missile, equipping it with the Bastion-M coastal mobile launch system to transform it into a ground-strike weapon specifically tailored for attacking urban targets like Kyiv.
