Former PLA Navy Officer Drives Speedboat into Tamsui River, Prosecuted by Taiwan Prosecutors

The Taiwan Shilin District Prosecutors’ Office investigated a case involving a former Chinese navy boat captain surnamed Ruan who illegally drove a speedboat and entered the Tamsui Ferry Terminal in Taiwan. After finding no evidence of Ruan’s involvement in military or national security crimes, he was prosecuted today (14th) for the crime of illegally entering the country without permission under the Immigration Act to ensure national security.

Regarding Chinese national Ruan, who on June 9th drove a speedboat into the Tamsui River Fisherman’s Wharf in Taiwan, Chairperson Guan Biling of the Taiwan Ocean Affairs Council stated on June 11th that Ruan had previously served as a (Chinese Communist) navy boat captain, and the government’s national security system would be involved in the investigation.

The Shilin District Prosecutors’ Office in Taiwan issued a press release today, stating that after thorough investigation by the office’s national security special group prosecutor and commanding full assistance from units including investigation, coast guard, and national security, it was clarified that Ruan from mainland China illegally entered Taiwan on his own due to personal reasons by driving a boat, violating the provision in the Relations between the People of the Taiwan Area and the Mainland Area that “people from the mainland area must not enter the Taiwan area without permission from the competent authority.” He is suspected of the crime of unauthorized entry into the country under the Immigration Act, and the investigation has been concluded for prosecution.

The Shilin District Prosecutors’ Office pointed out that on the evening of June 8th, Ruan drove a speedboat from the harbor area of Sandu Port in Ningde City, Fujian Province, and arrived in the outer sea of Tamsui District, New Taipei City on the morning of June 9th without permission to enter Taiwan. Later that morning, he arrived at the Tamsui Old Street Ferry Terminal in Tamsui District, New Taipei City, and collided with a ferry traveling between Bali and Tamsui that was parked there. With the assistance of the ferry crew, the speedboat was docked at the pier, and Ruan was later apprehended by personnel from the Eighth Coastal Patrol Unit of the North Branch of the Maritime Patrol Bureau in Tamsui.

The Shilin District Prosecutors’ Office stated that after thorough investigation and the approval of Ruan’s detention by the prosecutor in charge of the case, it was found that he was suspected of the offense. Additionally, no evidence was found of Ruan being involved in other military or national security crimes. In order to ensure national security, the office will continue to maintain close contact and cooperation with judicial and police agencies and relevant national security units to swiftly investigate any national security cases under its jurisdiction, aiming to clarify the facts and enforce the law rigorously.
