Guangdong Province, Maoming City, Feng Lidong, a petitioning citizen, has faced difficulties in safeguarding his and his two sons’ rights for the past three years. His reports to the police and authorities were rejected, and he was forcibly admitted to a psychiatric hospital twice. Even after returning home, community and police officers regularly visited him, claiming to re-examine his condition and demanding that he take psychiatric medication under the guise of treatment, threatening to admit him if he refused to comply.
Feng Lidong told Epoch Times that in January 2022, he was sent to Maoming Third Hospital’s substance dependence department for smoking and alcohol cessation for 40 days after a dispute while intoxicated led to his compulsory referral by the Red Flag Police Station in Maonan.
Two days before his discharge, Feng Lidong experienced dizziness, severe discomfort, and fainted after drinking a bowl of soup provided by a male nurse. “My head felt like it was exploding, very uncomfortable and painful. The nurse checked my blood pressure and said it was high, shortly after which I fainted. When I woke up, I felt a heavy weight on my chest, very uncomfortable.”
Upon being discharged two days later, Feng Lidong immediately called 110 to report the incident and went to Shizailing Police Station to make a complaint, as well as petitioned the Public Security Bureau of Gaozhou City, all of which were refused. “I told them that if you decide not to register or file a case, you must give me a written notice, but they said they couldn’t. All departments, including the Discipline Inspection Commission and the People’s Congress, turned a blind eye.”
Subsequently, Feng Lidong continued to petition, with the police repeatedly threatening him to stop reporting and requesting to transfer his elder son to a designated primary school. In 2023, both of his sons experienced high fever of 41 degrees Celsius. Subsequent examinations revealed that the eldest son had sinus tachycardia, while the younger son exhibited accelerated atrial ectopic rhythm.
Feng Lidong suspects that his sons were administered medication while staying at school, deliberately orchestrated by the police station to deter his petitions. His attempt to file a report at Xinpo Police Station was also rejected.
Feng Lidong: “With a fever of 41 degrees, I immediately requested to check the surveillance footage, but the school principal said it was broken and couldn’t be viewed. I called 110 right away, but the police station refused to dispatch officers, refusing to handle or register the case.”
Feng Lidong further stated that to prevent his petitions, the police and community personnel regularly visited his home to demand he take risperidone, a psychiatric medication. In January 2024, Red Flag Police Station took him directly to Maoming Third Hospital under the pretext of registering personal information, where he was forcibly admitted for 40 days to obtain a mental disability certificate and subsistence allowance against his will.
In January 2025, Feng Lidong was once again handcuffed and unlawfully detained in a psychiatric hospital by officers from Red Flag Police Station. “The police said if you keep reporting and causing trouble, we will send you to the hospital.”
“I am not mentally ill, I am a normal person,” Feng Lidong asserted. He claimed that the failure of police to accept and handle his cases is an illegal act, protecting schools and hospitals.
Regarding whether the refusal of police to accept his reports is illegal, mainland lawyer Tang Zhe (pseudonym) informed Epoch Times that “it is undoubtedly illegal for the police station to directly reject involvement in the investigation without taking action in cases. According to the Ministry of Public Security’s regulations on the management of criminal administrative cases, they should accept, register, and follow the procedures. Whether it meets the conditions for filing a case, it must be accepted and registered first, following proper procedures.”
