On August 28, 2026, the 24th meeting of the Standing Committee of the National People’s Congress of the Chinese Communist Party (CCP) came to a close. Following the meeting, a series of personnel appointments and dismissals were announced, including the appointment of Ni Yuefeng as the Deputy Director of the Social Construction Committee of the National People’s Congress.
Ni Yuefeng was born in September 1964. Before the closing of the meeting in Beidaihe, the official announcement was made that Luo Wen, the director of the State Administration for Market Regulation, was appointed as the Secretary of the Hebei Provincial Party Committee, and Ni Yuefeng was no longer holding the position of Secretary of the Hebei Provincial Party Committee.
Beidaihe is located in Qinhuangdao City, Hebei Province. Prior to the sensitive time of the Beidaihe meeting, there was a change in the Secretary of the Hebei Provincial Party Committee. The reason for Ni Yuefeng being dismissed has not been officially explained.
What’s worth noting is that Ni Yuefeng is a Ph.D. graduate from Tsinghua University, and has served in official positions in Shandong, Fujian, with connections to the Tsinghua faction, Shandong faction, and Fujian faction close to the Xi clique; the Customs General Administration that he once led has undergone significant cleaning efforts in recent years.
According to public records, Ni Yuefeng, born in September 1964 in Yuexi County, Anqing City, Anhui Province, holds a Bachelor’s and Master’s degree in Industrial Automation from Hefei University of Technology, and obtained a Ph.D. in System Engineering from Tsinghua University in September 1990.
In June 2023, Xi Jinping, the leader of the CCP, along with seven other members of the politburo and members working in the central government, collectively went into hiding for the “summer break” and secret meeting period in Beidaihe. Just before the Beidaihe meeting, on July 28, 2026, the CCP announced that Luo Wen, who was the director of the State Administration for Market Regulation, was appointed as the Secretary of the Hebei Provincial Party Committee, while Ni Yuefeng was reassigned.
As Ni Yuefeng faced dismissal, several officials in Hebei Province were also removed from their positions, including some Tsinghua University alumni. During Ni Yuefeng’s term as the Secretary of the Hebei Provincial Party Committee, Hou Guisong was promoted as the Party Secretary of the Data and Government Affairs Service Bureau of Hebei Province in March 2025.
Ni Yuefeng has had a career trajectory that includes positions in the National Oceanic Administration, Fujian Province, the General Administration of Customs, and Hebei Province. He has been involved in cooperation in various fields with Shandong and Qingdao.
Over the past year, more than ten officials from Shandong have been dismissed or demoted following the removal of Ma Xingrui, a representative figure of the CCP’s Shandong faction. Wang Zhonglin, a senior official from Shandong who had served briefly as the Secretary of the Hubei Provincial Party Committee, was removed from his position in May 2026 and appointed as the Deputy Director of the Environment and Resources Protection Committee of the National People’s Congress in June.
In the period leading up to his dismissal, Ni Yuefeng had held significant positions in the China National Oceanic Administration, the Environment and Resources Protection Committee of the National People’s Congress, and later as Deputy Party Secretary and Director of the General Administration of Customs for nearly five years.
In April 2024, during the visit of the Fifth Central Inspection Team of the CPC Central Committee to the General Administration of Customs, several high-ranking officials in the Customs system were investigated, including Sun Yuning, Vice Director of the General Administration of Customs and member of the Party Committee, who was removed from his position on September 24, 2024.
Sun Yuning, who has a long history in the CCP’s customs system, worked closely with Ni Yuefeng during his tenure as the Director of the General Administration of Customs, highlighting their interconnections. The leading figure of the Fifth Central Inspection Team, Geng Changyou, occupied positions in Hebei Province, overseeing a major cleanup in the provincial leadership just before the Beidaihe meeting.
Ni Yuefeng’s dismissal as the Secretary of the Hebei Provincial Party Committee at the age of 62, just before the Fifth Plenary Session leading up to the 21st National Congress of the CCP, indicates a significant setback in his career path.
In recent years, many former local officials who once held significant positions have faced dismissal or demotion when transitioning to roles in the National People’s Congress or China’s political advisory body, such as Jiang Chaoyang, Yi Lianhong, and Sun Shaocheng. The relationship between Ni Yuefeng’s career, the Customs General Administration case, the Fujian faction case complicates matters; his transfer to a role in the National People’s Congress would require further observation.
