Anhui Energy Group Corruption Case: Four Party Secretaries Under Investigation

Anhui Energy Group’s Former Party Secretary and Chairman Zhu Yicun was investigated on May 28, 2026. In the past year, three other top executives of Anhui Energy Group have also been investigated, including former Party Secretary and Chairman Chen Xiang, former Party Secretary and General Manager Fang Ping, and former Deputy General Manager Li Bo. Additionally, eight years ago, former Party Secretary and Chairman Bai Taiping of Anhui Energy Group was investigated and sentenced to 12 years and six months in prison.

On May 28, 2026, the website of the Central Commission for Discipline Inspection of the Communist Party of China and the National Supervisory Commission reported, based on information from the Anhui Provincial Commission for Discipline Inspection and Supervision, that Zhu Yicun, the former Party Secretary and Chairman of Anhui Energy Group Co., Ltd., is suspected of serious violations of discipline and law, and is under investigation.

According to his public resume, Zhu Yicun, born in October 1961 in Shucheng, Anhui Province, has held various positions such as Engineer, Deputy Chief Engineer, Party Committee Member, and Mine Director at the Wannorth Mining Bureau’s Liuqiao No. 1 Mine. He has also served as Chairman, General Manager, and Party Secretary of Anhui Hengyuan Coal Power Co., Ltd.; Deputy General Manager of Wanbei Coal and Electricity Group Co., Ltd.; General Manager of Anhui Energy Group since April 2016; and Party Secretary, Chairman, and Chief Legal Advisor of Anhui Energy Group from August 2019 to April 2021. In March 2021, he was appointed as a counselor to the Anhui Provincial Government.

Public records show that Anhui Energy Group is a state-owned sole proprietorship company established with investment from the Anhui Provincial Government. The company is responsible for raising and managing funds for provincial energy construction, as well as operating and capitalizing on construction projects in sectors such as electricity, natural gas pipelines, coal procurement, finance and securities, hotel and catering, real estate, and new energy development.

On April 28, 2026, Anhui Energy Group disclosed its annual report for 2025. According to the report, the total revenue for 2025 was 34.104 billion yuan, with a net profit of 5.292 billion yuan. As of the end of 2025, the total assets of the group were 132.452 billion yuan, with net assets of 59.093 billion yuan.

In addition to Zhu Yicun, Anhui Energy Group has seen three other executives investigated in the past year.

On June 25, 2025, former Party Secretary and Chairman Chen Xiang was investigated and expelled from the Communist Party of China on December 5, 2025. The official report stated that Chen Xiang dereliction of duty led to significant losses and risks to state-owned assets, and he illegally accepted substantial amounts of money for personal gain in project cooperation and equity investments.

Born in June 1964 in Lu’an, Anhui, Chen Xiang had served in various positions before his investigation, including Deputy Director of the Lu’an Office of the Anhui Provincial Government, and Deputy Secretary of the Provincial Government Office, as well as positions at the Anhui Investment Group Holding Co., Ltd. Before taking over as Party Secretary and Chairman of Anhui Energy Group in April 2021.

On September 12, 2025, former Deputy General Manager Li Bo of Anhui Energy Group was investigated, expelled from the Communist Party of China on January 19, 2026, and indicted in April 2026. The official report stated that Li Bo received significant returns through private loans, used his position for personal gain in equipment procurement and project contracting, and unlawfully accepted large sums of money.

Born in June 1958, Li Bo had previously held positions such as Deputy Chief of the Project Department at Anhui Energy Group Co., Ltd. and Deputy Director and Director of the Investment Department at Anhui Guo Neng Co., Ltd. Anhui Energy Group Ltd.

On October 17, 2025, former Party Secretary and General Manager Fang Ping of Anhui Energy Group, who had retired 17 years earlier in 2008, was investigated. He was expelled from the Communist Party of China on March 1, 2026. The official report stated that Fang Ping engaged in unauthorized business activities, used his position for personal gain in corporate restructuring and equity investments, and unlawfully accepted large amounts of money.

Born in February 1953 in Tongcheng, Anhui, Fang Ping had held various positions before his retirement, including Vice General Manager and General Manager of Hefei-Kowloon Railway Company, Deputy Director of the Anhui Provincial Planning Commission, and other positions at the Baoji City Committee.

After Fang Ping’s retirement, Bai Taiping took over as Party Secretary and General Manager of Anhui Energy Group in June 2008, later becoming Party Secretary and Chairman in March 2009 before retiring in October 2011.

Bai Taiping, a Hui ethnic minority member, was born in June 1951 in Zaozhuang, Shandong. He had served in various positions before his investigation, including Chairman of Huainan Huaguang Daily Chemical Factory in Anhui Province, and other administrative positions in Huainan City.

Six and a half years after his retirement, Bai Taiping was investigated in April 2018 and subsequently expelled from the Communist Party of China in July 2018, with his retirement benefits canceled. In July 2019, Bai Taiping was sentenced to 12 years and six months in prison for bribery offenses totaling more than 15.43 million yuan.

Prior to Bai Taiping’s downfall, in October 2017, Anhui Energy Group’s former Deputy General Manager Qiu Xianhao was arrested. His bribery case was tried in his first instance on February 6, 2018, and he was sentenced to 10 years in prison with a fine of 1 million yuan in August 2018.

Qiu Xianhao, born in October 1956, had held several positions in Anhui Energy Group and its subsidiaries before his arrest, including Party Committee Member, Chief Economist, and Director at Anhui Guo Neng Co., Ltd. Well as positions at Anhui Natural Gas Development Co., Ltd.
