Chinese Business Leader Linked to Surrogacy Child Abuse Case, Offer Public Reward to Locate in the US

Los Angeles pro-communist overseas Chinese leader Xuan Guojun and his wife Silvia Zhang are still embroiled in a surrogacy and child abuse case, with more details of child abuse and surrogacy fees coming to light. The police stated that the investigation is ongoing, revealing that many children have suffered physical and mental abuse, and the individuals involved in surrogacy span across the United States.

Arcadia Police Officer Kollin Cieadlo revealed in an interview with Dajiyuan reporter that the most severely injured was a two-month-old baby, with medical personnel suspecting that the baby’s head was either “intensely shaken, intentionally struck with something, or subjected to some form of external trauma.”

“The father (Xuan Guojun) told us they simply wanted a large family, wanting to have many children.” However, based on known instances of child abuse and other details, the police have requested the intervention of the Federal Bureau of Investigation (FBI).

Cieadlo stated that during the initial conversation with Silvia Zhang, she provided birth certificates of the children as evidence, claiming to be the “legal guardian” of all the children. However, through this “evidence”, the police discovered that most of the children were born to surrogate mothers, “we noticed it reaches beyond California to other states.”

The complexity of the case has also caught the attention of the authorities. “Based on various pieces of information, we felt the need to inform the FBI, as we believe the scope of this event extends beyond California and even across America,” Cieadlo said.

With more details surfacing, the case has evolved from initially housing 21 children in a luxury mansion, allegations of child abuse, and a surrogacy scandal, to being questioned for suspected child trafficking. Several surrogate mothers have publicly admitted to having surrogated for the couple. Surrogacy companies have also openly listed prices online: at least $50,000 basic compensation per child for surrogacy.

This high-profile case unfolded in Arcadia, the wealthiest Chinese city in Southern California, where the police “rescued” 21 children from a roughly $4 million mansion. Most of these children were born to different surrogate mothers, yet the legal guardianship of all of them belongs to 65-year-old Xuan Guojun and 38-year-old Silvia Zhang.

The exposure of the case stemmed from a child abuse incident on May 7th: a two-month-old baby was urgently hospitalized due to head trauma and intracranial hemorrhage. Police surveillance footage also confirmed that nanny Chunmei Li had violently shaken and struck the unconscious baby, but Xuan Guojun and his wife delayed two days before seeking medical help after being informed.

Cieadlo further informed reporters that on the day the police searched the mansion, they found 15 children at home, with some children absent that day. “The home was arranged somewhat like a homeschooling environment,” according to police surveillance footage and the children’s condition, “the children present suffered physical and mental abuse.”

It was speculated whether this was related to operating a maternity center, but the police do not view it as such. “Our city has dealt with many maternity center cases in the past, we are familiar with what maternity centers are like, based on our previous experiences, this does not appear to be related to maternity centers.”

Preliminary investigation by the police determined that these children came from a surrogacy agency operated by Xuan Guojun and Silvia Zhang. Information indicates that the couple recruited surrogate mothers across the United States through a company called “Mark Surrogacy,” which is now defunct.

Kayla Elliot, a Texas mother who publicly stated that she had surrogated for the couple, disclosed that “Mark Surrogacy” was later renamed “Future Spring Surrogacy” and continued operating for some time.

According to official records from the state of California, “Future Spring Surrogacy” was registered in July 2024 and ceased operations on May 15, 2025. The addresses and phone numbers of the two surrogacy companies are identical. A government document from 2023 revealed that the office building used by the companies was owned by Xuan Guojun.

Following extensive media coverage on the surrogacy case, the websites and information of “Mark Surrogacy” and “Future Spring Surrogacy” have been gradually removed.

However, based on retained information, Xuan Guojun and Silvia Zhang recruited surrogate mothers nationwide, offering at least $50,000 basic compensation per child for surrogacy (payable in 10 installments), along with medical insurance, legal fees, travel expenses, and other incentives.

The company “Future Spring Surrogacy” website explicitly stated: first-time surrogates from California could earn at least $55,000; non-California residents could earn at least $45,000. Experienced surrogate mothers could receive an additional $10,000. Furthermore, multiple births would earn an extra $10,000.

The website also mentioned that if a surrogate mother required a “surgical procedure,” the company would provide compensation. This included $500 for pregnancy termination, $1,000 for oophorectomy, $1,000 for tubal ligation, and up to $7,000 for hysterectomy.

Overall, the average cost of surrogacy in the United States ranges between $100,000 and $200,000, depending on individual or couple needs.

The Arcadia police stated that most of the legally recognized children of Xuan Guojun and Silvia Zhang were born to surrogate mothers. According to the above prices, the couple would have spent at least several million dollars to acquire these surrogacy children.

Many individuals and organizations have raised questions online, suggesting that Xuan Guojun and Silvia Zhang’s actions may involve “human trafficking, child trafficking.” Several surrogate mothers publicly claimed to have been deceived by the couple. However, the police stated that the case is still under investigation.

A recent exclusive report by The Daily Wire mentioned that the FBI is investigating allegations of a profit-making baby trafficking scheme related to California and China. A federal official expressed concern about the number of babies born through surrogacy. The official described the situation as very unusual, with babies being neglected and then sent back to China. The official further pondered how to prove the citizenship of each baby since they were born in the United States.

When reporters contacted the FBI regarding this information, they only responded with, “The FBI neither confirms nor denies investigations.”

The police revealed that the youngest of the 21 children is only two months old, while the oldest is just 13 years old, with the majority being infants and toddlers aged between one and three years old. From multiple sources, it was seen that Xuan Guojun not only focused on surrogacy matters in recent years but also managed multiple company affairs.

According to records from the California Secretary of State’s website, Xuan Guojun, along with the registered agent of “Future Spring Surrogacy” (under the code “T”), jointly registered five companies in 2023. These companies, from their names, appeared to be investment companies and were all registered on May 24, 2023, but ceased operations shortly after. The records showed that the registered agent for the five companies was “T,” with Xuan Guojun serving as the CEO, while “T” held the managerial position.

Moreover, from 2021 to 2024, “T” registered a total of 30 companies, with many companies registered on the same day, and some of these companies listed Xuan Guojun’s mansion in Arcadia as their registered address.

Xuan Guojun himself had registered at least 14 companies from 2017 to 2023, with affiliations to ten other companies. The majority of these companies were registered around a specific period and nearly all listed Xuan Guojun’s office property in El Monte as their registered address, and most of them eventually ceased operations.

An insider informed Dajiyuan reporter that during private dinner gatherings, Xuan Guojun claimed to be an American citizen and boasted about his connections and wealth.

According to online data, Xuan Guojun is an active pro-communist overseas Chinese leader in Southern California, frequently attending various events organized by groups with ties to the Chinese Communist Party, and maintaining close relationships with well-known pro-communist overseas Chinese leaders like Zhang Sujiu and Lu Qiang. He also held titles such as president of the American Xinjiang Chamber of Commerce, honorary president of the United Chinese Association of Southern California, member of the Board of Directors of the United Chinese Community Organizations of Southern California, and director of the American Overseas Chinese Association.

As the case of the 21 children unfolded, a significant amount of information regarding Xuan Guojun’s pro-communist background was swiftly removed from the internet, and the United Chinese Association of Southern California urgently removed Xuan Guojun from their honorary president list. ◇
