Former Director of Shanghai State-owned Assets Supervision and Administration Commission, Bai Tinghui, sentenced to life imprisonment in the first instance.

On August 5th, the Shanghai First Intermediate People’s Court sentenced Bai Tinghui, former Secretary of the Communist Party Committee and Director of the Shanghai State-Owned Assets Supervision and Administration Commission, to life imprisonment for bribery, and ordered the confiscation of all his personal assets.

The court found that from 2004 to 2023, Bai Tinghui, while holding positions such as Chief Engineer of Shanghai Shentong Group Co., Ltd., Vice President of Shanghai Shentong Metro Group Co., Ltd., Party Secretary and Director of Shanghai Water Bureau, Party Secretary and Director of Shanghai Ocean Bureau, member of the Party Committee of the Shanghai Urban and Rural Construction and Transportation Commission, and Party Secretary and Director of Shanghai State-Owned Assets Supervision and Administration Commission (referred to as Shanghai SOE Commission), took advantage of his positions to provide assistance to individuals and entities in project contracting, project payment settlement, and company operations, in exchange for benefits. Between 2005 and 2023, Bai Tinghui illegally accepted cash and gifts from these individuals and entities, totaling over 88.9143 million yuan.

Bai Tinghui was investigated on September 14, 2023, and expelled from the Party and public office on May 22, 2024. The official report accused Bai Tinghui of engaging in “power and money trading”, “mismanagement and lack of discipline towards spouse”, and illegally accepting property from others using his position and privileges.

Publicly available information shows that Bai Tinghui, born in 1967, is a local official in Shanghai who held key positions in the city’s transportation system for a long time. In February 2019, Bai Tinghui was appointed as the Party Secretary and Director of the Shanghai SOE Commission.

The Shanghai SOE Commission is a direct agency of the Shanghai Municipal Government of the Communist Party of China, representing the city government in exercising shareholder rights over Shanghai’s state-owned enterprises and overseeing their assets, personnel, and operations. As the top executive of the Shanghai SOE Commission, Bai Tinghui controlled a large number of state-owned enterprises in Shanghai.

Political commentator Li Yanming previously told The Epoch Times that the Shanghai SOE Commission has long been deeply controlled by Jiang Mianheng, the son of former CCP leader Jiang Zemin, with intertwined interests between the Jiang family and the Shanghai SOE Commission.

Public records show that Jiang Mianheng is the founder, chairman, and legal representative of Shanghai Alliance Investment Company, which is a subsidiary of the Shanghai SOE Commission, primarily investing in important infrastructure construction, technological upgrades, and high-tech industries.

Li Yanming stated that Bai Tinghui’s corruption case is intricately linked to the power network in Shanghai. “During Jiang Zemin’s over twenty years in power, his second son, Jiang Miankang, controlled Shanghai’s transportation and urban construction system. Bai Tinghui’s downfall is related to the corruption within the Shanghai transportation and urban construction system, and is inseparable from Jiang Miankang’s corrupt activities.”
